I'm guessing it's because we all hear that everything is chaos and other politicians have to find their own feet. I'll give you two more reasons to suspect Pence: the first adjective used to describe Trump is "amoral", which would be a primary concern to Pence, and secondly Pence is the only high ranking member of the administration Trump cannot fire. In fact, I believe this was a group effort, and then submitted by the one relatively safe member of that group.

Impeachment and the 25th amendment are two separate processes. If he were removed due to the 25th amendment then there would be no need to investigate (impeach) the president because he would no longer be the president.

Yep. Pence wanted to start the 25th Amendment conversation without ever having to say it. Now everyone in the White House will be talking about it and he can gauge how successful an attempt would be. He's been making a run for the office since he got onto the ticket. A much brighter spotlight should be kept on him at all times, he's too good at staying in the shadows.
If SCROTUS was put in office illegally, through Russian interference (which I'd venture is 99.99999% true) then his entire cabinet should be kicked TF out, including anyone he appointed, and any laws he enacted - ALL SHOULD BE REVERSED AND THROWN OUT.
