- Update: I just posted follow-up footage showing the interior of APD's Mobile Crime Lab, as investigators recover forensic evidence from the offender's clothing. That video can be found at tiny.cc/crimelab.
On October 29, 2017 Steve Kramer, 42 years old at the time, was arrested and charged with the murder of Vincent Guttierez in the campaign office of former mayoral candidate Dinah Vargas.
According to the criminal complaint the murder was witnessed by Vargas, and those who knew Kramer report that the murder was preceded by a precipitous slide into mental illness and methamphetamine abuse by Kramer, who had just a few years prior co-founded a media organization with the hope of helping the homeless - people like Vincent Guttierez, Kramer’s victim.
Friends reported that Kramer’s troubles began when he disappeared for a long period of time, only to return and report that he - a highly educated architect - was homeless and abusing hard drugs. That was followed by months of bizarre behavior, which included stripping naked outside and paranoid belief that the police department was bugging his person.
Eventually, it seemed, Kramer only trusted Vargas, and he and would occasionally be seen at her campaign headquarters. Vargas told police that she had been at her Albuquerque office at Central and Rio Grande earlier the day of the murder to pack it up, but she realized she left some belongings behind and returned around 10:30 p.m.
Kramer is reported to have arrived at the office at the same time. Vargas told police his behavior was strange and he kept making grunting noises along with talking to himself angrily in the bathroom.
While at the office, Gutierrez arrived and Vargas let him in. Guttierez had been living with his girlfriend in a trailer in the parking lot, where they had received permission to park. Vargas is reported to have said that because the office was closing, some of the furniture was going to Gutierrez.
Vargas told police that everyone sat down at a table to talk, and that Kramer was still making “grunting” noises. As she stood up to end the conversation and leave, she said she heard a popping noise. Kramer then turned to Vargas and asked “Was I not supposed to do that?” while holding a literally smoking gun.
Vargas says that she screamed and said they needed to call the police and Kramer replied, “We need to go out the back door, I don’t want to have to kill you.”
According to the complaint, Vargas told police that she fled the office building and called the police.

And that's exactly why i didn't know whether Steve was the shooter or just an unlucky guy. When the long guns were found, and it turned out to be Steve's truck...well...the circumstantial evidence began to pile up.

Yeah, I'm glad he wrote a description and provided us with some detailed context. This was a very bizarre incident.
Supposedly the shooter ' Steve', was working inside that unit or whatever. It was a office space in the same plaza. The guy he shot was Vincent guttiera. They were friends. They were homeless together in the past. The shooter told Vincent and his girlfriend to come to the office place. They were all sitting at a table Vincent , Vincent's girlfriend Monica And the shooter. Out of no where Steve gets up and shoots Vincent in the head and says " was I not suppose to do that?" .
Basically he's a meth head that shot friend for legit no apparent reason.

@@mr.tortelduck priority is to safe lives. They was clearing the building and reporting a person not breathing. If there was any chance of surviving, he might have to make the call for the ambulance, since the officers in the building might have trouble getting thru the walls to the station.

Wow, so a 911call of a murder in progress with suspect still armed and on scene gets a whopping 2 unit response in Albuquerque? WTF.
Two units wete initially there, but they had other units at the other end of the buildings. They all went in blacked out for the most part since it was a shots fired and possible homicide call with a subject who maybe be armed. But there was kore than 2 cops they were just split up.

This is a good example of how information can get mixed up when relayed from a 911 caller, to a police dispatcher, and then on to the responding police officer. Took quite a while for the officers to figure out what was going on, and who they were looking for.

I’ve been in a situation like this as a victim of domestic abuse & it got flipped around that I was the abuser when the police showed up & seen that I was the only person with ANY type of injury & that my ex was 350Lbs vs my 93lbs at the time they assessed the situation shortly after & realized I wasn’t the suspect!

The officer are asking questions like where his ID is, when something happened etc. The suspect can answer those questions without being read rights but when he starts talking to much is when his lawyers could twist things and be able to say police didn’t read rights.

I live in Albuquerque, the crime rate is ridiculous. Murders, break ins, shootings, every single day. Very unfortunate because the city would be a great place without all the crime. The Albuquerque Police Department is full of great officers though, never had a bad encounter with any of them; they've always been very respectful and I've been let off with warnings tons of times.

... You can see a gunshoot wound to a person, especially the head. There's usually lots of blood, sometimes brain matter splattered everywhere. In most cases, people don't survive being shot in the head.

Dear lord, this started to look like an ambush... I give these officers tons of credit for the way they handled the entire situation and the way they handled the suspect/offender was stellar! They handled the entire call for service very professionally!! They stayed calm throughout the whole call even though it was a high stress/adrenaline situation! Great job to these police officers. Many officers could learn from this video. Too bad the idiots who work in law enforcement give all police officers a bad reputation. Whether you support police officers or not there are quite a few officers out there who truly want to help people.

I live in Abq too. Crime is outa control here, I listen to public safety scanner during the day cuz this place is entertaining when it comes to our public servants having to respond to all the crap going on. I heard our fire dept has nationwide most calls per capita. The cops are great here, have to put up with a lot. They arrest alleged persons and the judges let them right back out! Thats our bigger problem here.

Do you really think they shouldn't be allowed to have personal conversations or tell the odd joke? What If they want to discuss a particular criminal or gang but don't want it to be public record? Or an undercover officer? Why hold them to an impossible standard? They did a pretty solid job here it just seems harsh to me.

Have you ever worked at any job at all before? Right before the customer walks in you stop cussing and act professional. Same thing applies to police. When they talk to each other they talk like coworkers but when the cameras are rolling they have to be professional.
