New Jersey Police Lieutenant Arrested for Drunk Driving; .36% BAC

- Опубликовано: 21 июн 2019
- Today's installment is an exclusive, otherwise-unreported story covering the drunk driving arrest of a Lower Township, New Jersey police lieutenant on April 27, 2018.
On that date at approximately 6:28 pm, Lower Township police communications received a call from a concerned citizen regarding a black Chevrolet truck driving erratically on Breakwater Road toward Route 9. The citizen described the vehicle as being operated at a high rate of speed and in a manner unsafe to other vehicles on the road - reporting that the driver had already ran a light and nearly crashed multiple times. Two officers were assigned to the call and responded, quickly locating the vehicle and noting that “the driver was not able to maintain the[ir] lane of travel,” and that “the vehicle cross[ed] over the center line as well as the fog line numerous times" while it was under their observation.
In the area of Route 9 and Honeysuckle road, the lead officer attempted to stop the truck, but its driver turned onto Honeysuckle and continued for another quarter mile before coming to a stop. At that point the driver of the vehicle was identified as Lower Township Police Lieutenant John A. Chew. The responding officers contacted their command staff per department protocol, and after some attempts at field sobriety tests, Chew was placed under arrest for driving under the influence.
Back at the station the on-duty administrator - also a lieutenant - observed Chew's breath alcohol testing. His report memorialized the following events: “I then read the defendant his Miranda warnings from a card in the processing area. As I completed each sentence of the form I asked if he understood. After each question, he raised his right hand and extended the middle finger in my direction. Upon asking the last question if he wished to answer questions he again extended his middle finger in my direction. I advised I would consider that a NO.”
Chew’s attorney hired expert witness Kevin Flanagan to review the entire arrest. Flanagan, now retired from law enforcement, spent 16 years working in and eventually leading the Alcohol Testing Unit of the New Jersey State Police. Flanagan authored a highly detailed 12 page report covering every possible deficiency in the case against Chew. Nevertheless, on September 13, 2018 John Chew pleaded guilty to driving under the influence. His driver’s license was revoked for seven months followed by six months with an ignition interlock, and he was required to spend a minimum of six hours a day for two consecutive days in an Intoxicated Driver Resource Center or IDRC. IDRCs provide a 12-hour education class conveying information about New Jersey's alcohol and drug laws and the effect of alcohol and drugs on the body and driving ability. They also conduct screenings for referrals to assessments and/or self-help groups for treatment of substance abuse issues. Chew was also assessed $689 in fines. That battery of punishments is standard for a first DUI in New Jersey.
John Chew is no longer employed by Lower Township Police Department. As of the time of this story’s publication Lower Township Police had not responded to questions and a request for comment.
The complete 79-page case record, including the entire report by Kevin Flanagan, will be available to Patreon supporters shortly. (Thank you.)

I feel bad for the people who call this a bootlicker channel. You are confusing them.
Damien Matthews 😂😂😂 Good! I cover reality and I report the facts, whatever they are. Sometimes reality isn't pretty, but oftentimes it is. The problem is that people are so used to sensationalist, fear-based news coverage that a reasonably balanced and neutral publication raises their alarm bells.
I work hard to practice ethical journalism, whose four pillars are literally on the wall behind my monitor: Seek truth and report it. Minimize harm. Act independently. Be accountable and transparent. I am human and I will make mistakes, but at the end of the day I *hope* that my content confuses anyone who actually believes that the one-sidedness of my reporting reflects anything other than the side I am on: the truth.

I think this video acts as proof that police officers being forced to have audio and video recording IS helpful for public safety.
It may be helpful for public safety, but it certainly isn't a deterrent.
@@nonmihiseddeo4181 It definitely is. There have been loads of studies on this. A few here:
In Mesa, Arizona, for example, use-of-force complaints decreased by 75% for officers using cameras in a pilot program.1 In Nampa, Idaho, they dropped by 24%.
In San Diego, from a 2015 report based on preliminary statistics showed that body cameras helped reduce “personal body” force by officers by 46.5%
In Rialto, California-after the police force had worn body cameras for a full year, citizen complaints against police declined by 60%. The number of incidents that resulted in the use of force by an officer, dropped by 88% after the use of body cameras. Officers who were not equipped with cameras were twice as likely to use force as officers who were.

When the first guy said he didnt smell alcohol you could tell he was lying ..
By preventing him from killing or injuring someone, they actually helped this guy. I don't envy the officers.
The scariest thing that I ever heard in this video was that drunk cops first coherent statement that he made was to ask who called on him. Maybe even scarier was that arresting officer confirmed that he could get it.
Never seen so much sympathy for a drunk driver.

@John Isho I just don't understand how people can't understand it. It's a coworker and a superior. On top of that, there is a difference between some trashy person getting a DUI and an officer, the "moral gap" is much wider for the latter, seeing as his reputation and career is gone. A factory worker with a DUI can still get a job, but this guy's life is over. I generally have a strong distaste for cops, but to not empathize with the arresting officer just seems unintelligent.
@John Isho What about a life saving doctor and a murderer? I'd say there is a big morale gap. We're all human but by how we live our lives and the choices we make define our morality.

Anyone can through a FOIA request.
My dad once told me that cops are the worlds largest and only legal gang and this video shows that to the full extent. They look out for each other and everyone else is on their own.

When the officer says to his superior "we've got it on camera" is a good example of why body cams should always be recording without the officer being able to control it.
Then you would have an untold number of hours of meaningless bodycam recoding requiring more storage which costs more. @@michellewest3404felt like a mix of both and feeling off about having to do it
"Ide love to know who called". That's absolutely terrifying.
Yes, but he’s drunk off his arse and defending himself/ego.
Followed by reassurance by cops that he CAN find out ... SERiously ?
This is why people don't want to leave their name when they call 911, which then makes it harder to prosecute defendants. Thank God for cameras.
As I understand, the man lost his job but I highly doubt that anyone told him the name of who reported him, which makes me suspect that my theory is the more likely one : ) That it's tactical rather than actual.
I am 99.9% they were just placating him in order to get his cooperation due to the man's state and position; there are a lot of police interrogation tactics revolving around ego to gain cooperation (see terms like "ego up"). Not saying that it's the most professional behaviour here but it is a path of least resistance, and frankly I do get it.
I am sure that these police officers could lose their jobs as providing such 3rd party information to a defendant is not only unethical but illegal. But of course they could get access to the info of who reported it as that's part of the case though I'm sure the ease of that process depends on how it was reported (or through what channels and whether direct or indirect).
Trust but verify ;)
I want to know who ratted me out. They must be punished.
The Lt. has a sweet 2002 era pickup!! Thing is sweet. Best year for those trucks
That guy is so selfish to put people who work for him in this position
If body cameras weren't on, this guy would have got a police escort to his driveway.
Yep that is so true I had a souped up 90 civic ex sedan a off duty cop hit while parked drinking and driving the on duty police officer said he didnt breathalyzer him because he had allergies and couldnt smell the booze on him it was a fucked up and sad situation then the on duty cop gave the drunk off duty cop a ride home because his was totalled leaking g fluids everywhere when it was running they parked his car down the street were later on the off duty cop was seen collecting his bottle of whiskey and remnants of a case of beer my neighbor called the police to report this and still nothing was done police show each other preferential treatment it makes me sick I hate cops and do not have respect for them they can all eat shit and die for all I care also I was molested by my uncle when he was 17 years of age and the man is a cop today even though a police report was filed and police were called since he was a minor nothing happened he sodomized and molested me my sister and 3 cousins they treated this drunk cop with copious amounts of compassion a civilian would never receive and to be honest they should be held to higher standards than a civilian
Definitely
@@kylemaneage468 I'm so sorry that happened to you and your sister & cousins. No one should get away with that regardless of their age. He especially shouldn't be a cop!! That's messed up.
I don't believe predators ever stop so that's pretty frightening that he's a police officer. They can't be "cured" that's been proven many times over by the ones who get arrested over and over . They may take sex offender classes in jail but probably not, they have to register as a sex offender. Big deal! Then they are released and do it again. Its disgusting.
Anyone who rapes a child should be locked up for good the 1st time. Think of how many children's lives wouldn't be ruined.

The way they treated him special is so disgusting! How corrupt and sick!
.36% and the officer didn't get a wif of alcohol, but I get pulled over at 2:00am and hadn't had a drink and they smell alcohol. Special treatment.
.36 in broad daylight...
Oh he got a whiff. Just didn’t want it on camera. You can tell.
Adriann1973 yeah he paused for a few seconds when he asked
if u read the report , they did catch the smell of alcohol coming from him
Normally it’s pot they smell nowadays.......
They should have towed his car .. pay that bill like everyone else who gets in trouble !!!!
Man, its a good thing that drunk was there to keep that pickup from falling over.
So, not only does the Lt. think he’s above the law, he shows contempt for his own officers. Flipping them off for a position he put them all in. Wow. That show his character right there.
And then add pleading not guilty and hiring some clown that comes up with a 12 page defense against a clear d.u.i. Disgusting display of a law enforcement officer accepting responsibility for a mistake and/or medical problem.
@@stephennina Except he pleaded guilty...
Real World Police Fair enough, but the video evidence is pretty damning. Comes off like an entitled POS.
@@RealWorldPolice Yeah... eventually. He made a real ass out of himself, in many ways. Was there any internal discipline on the Lt.?
He was drunk. We all do stupid crap when drunk. Except, maybe an Uber or a friend?
Imagine if cops treated everyone with this level of respect and dignity, people would see cops alot differently.
If you were friends with the cop it would be the same deal as this, all who you know
Richard Fernandez true but keep in mind shit rolls down hill not uphill
Never a truer statement
And you dont realize that is the problem, but you said it yourself common sense isn't common. Cops can treat people with respect and dignity. But they see themselves supervisor to the "civilian", most of the time cops go into a situation, and there first priority is to establish authority. That's the problem. They can start off with respect and curiosity, till the situation says they have too be aggressive.
@@bagelars the only obvious point that you are making, is that you are real close to law enforcement, you are probably a cop yourself or was raised close to police officers. Which means that your opinion will always be bias. to the majority of the rest of people who are not privileged to live in a cops home. We see the crime cops make at face value. The tyranny, the abuse of power the murders they committed far too often, you say cops dont pull people over for no reason, you are just to blind to see that is not ture, if that was ture they would not have quotas, they are under constant pressure to meet their quotas. That is fact. Now I will admit not all cops are corrupt and some do the job they are paid well for. However far to many are just evil individuals looking for excuses to hurt people. To tell the story's to there Contemporaries later. I think (IMO) out of 100 percent of cops 35 percent (or so) are the men and women that I am talking about.(the bad cop) And my guess is you would think 90 to 99 percent of police officers are honest and moral, so I will leave you to your opinion I disagree will u strongly, but respect you for your opinion.
Mike really didn't want to do this, but he knew he was on camera. And its a damned good thing there are cameras now.
If only cops were as thorough and patient with civilians . People would love cops if they treated them the way they treat their own
“We don’t want to do this to you.”
You didn’t. He did it to himself.
Exactly those officers should be pissed at the Lt. for forcing them into that situation. What a dipshit
As a Lt. He knows better...and he's not above the law. Man up time. All these videos show make people do whats right for all people.
The Lt laughs as he walks normal INSTEAD of walking heel to toe....kinda mocks the cops....that's smart eleck....like he will do it HIS way. Then folds his arms like "how did you like that"...so disrespectful
I hate that saying. Like if u didn’t arrest me I woulda been good. We BOTH did it lmao
They shouldn't be cops if they don't wanna arrest people that are breaking the law.
“Did you get an odor?” “.....no”
He literally lied, you can tell just by his body language and how he paused smh
Daveed 24 exactly, he paused and then no. Total liar. No way he didn’t smell anything
Yup and before that he asked if mics and cameras were hot like he was just hoping there was a way they could let it all go
@@rynechristesen2392 also, at 18:00 I think they beeped what "mike" asked, but the officer aswers "no, we can't do that, Mike"....
I think he also asked her the mics off so they can have a discussion for a moment before the other officer called and then he told him no we have to keep them on
I mean he specifically said can we shut these off for a conference real quick and even pointed out to it
Why do all of them act like they are above the law and doesn't know how the test are done
I have watched too many of these for my own good. That is the hardest I have ever seen someone fail the 9-steps heel-to-toe test.
"Can we shut these off for a conference?" "Is your camera on right now?"
That guy 100% was looking for an excuse to let him drive away.
If a body camera is recording an active investigation there is no way a body camera should ever be shut off. You're right. This guy was thinking "Look man, I've only been working here for 5 months, he already doesn't like me, you know this, and I just finally got to my barber to get this sweet beard trim. If he finds out I'm one of the Arresting Officers he will retaliate against me without impunity!" Also dude just sat with his hands crossed and his face down despite knowing the guy was blitzed out of his mind. Any regular citizen and this guy is arresting him after the eye test with prejudice.
Which is why there is an issue, people. Fucking bootlickers can lick my ass instead, I swear to Christ
The bearded cop even lied about not smelling alcohol the first time it was asked, then didn’t answer at all the second time. He didn’t want it on camera in case they could figure out a way to let him go
@@jasonl8720 I noticed the exact same thing!! It couldn’t be more obvious he was lying about not smelling an odor.
Exactly what I was thinking. You could tell by his body language initially, he just wanted the situation to be over and not deal with a cop getting busted. If the cameras weren’t on we all know that would’ve happened.

As a law enforcement officer who knows the law and has taken an oath, he shouldn’t be treated the same as any other civilian. He should be held accountable on a higher level, with an automatic loss of his career and straight to jail. It’s disgusting how they baby him. Thankfully they have cameras now.
Well it's your opinion!!
Dam. I wish he would have called an Uber😭😭😭
You are insane. Police are just normal humans. They can't be held to a higher or lower standard.
@@KK-fl9lv And a correct opinion….this man can no longer look at anyone and say they must obey the law…his credibility as a police officer is gone.
I dunno if an officer should automatically lose his career if he gets a DWI, which is misdemeanor in many states. That just doesn't sit right with me.
Many police officers have PTSD, which indicates a higher level of alcohol and drug abuse. Many of them need treatment instead of losing their careers.
Disgusting! They are so afraid of losing their job for holding this drunk accountable like everyone else. A federal law needs to be passed for daily alcohol and drug tests BEFORE they start their shift at all law enforcement facilities
That wouldn't have helped in this situation, the lieutenant wasn't on duty
These officers shouldn't feel bad at all for doing their job. The entitlement higher-ups in office demand are totally ridiculous. If you commit the crime, you have to pay just like the rest of us.
Now we know if it wasn’t for body cams every drunk cop would be let go

Just massively pisses me off. Apologize repeatedly to this drunk police chief that they are so sorry about this. I have never heard of a regular person being apologized to by an arresting officer. Makes me sick. No one should get drunk and get behind the wheel. That apology should be just the opposite.
Police officers should be held to a higher standard than the general public.
Police should face harsher charges for something like this. They set the example for the citizens when they are enforcing those laws. He definitely knows better.
