How to fix it and how to stop it.
Watch all 3 steps and solve the problem.
Step 1
open Task manager , find the high memory using program right click from CPU section for view (set affinity) .
Widows 10 user can follow the video for view set affinity.
Step 2
Registry editor.
Find the prefetchparameters and change value
Step 3
Service.msc
Disable and stop the following services.
Windows search, Super fetch, background Intelligent Transfer service.
High CPU usage solutions and tips.

4:10 dont ever disable a task just choose manual so when pc want that task like when you want to defrag it will turn on.

Thank you man, I tried this but I couldn’t find superfetch. Turns out it has a different name now, it is called Sysmain. So do the same thing for sysmain if you can’t find superfetch and it works perfectly! Dropped from 100% to 4% Thank you so much!

So it seems for me that I had a VPN program setting up a couple hundred network connections. Ref: tap-win32 adapter oas, look for it in device manager under network adapters. Delete them all. I also turned off allowing VPN connection in my PC's settings. So far I am now 1 hour after completely those things and no more high CPU or high fan and heat. PC is not hanging up or lagging.

above solution resolved long pending problem of slow performance of my laptop. Surprisingly even after 4 years microsoft has not resolved the problem, where as Mr.DEEP DAS has provided solution. Thank you.
Microsoft is useless. End users like this know the way to get to the root of problems. Microsoft advice by a "Technician) resulted in me having to replace the HDD and reinstall Windows. Last resort, if at all.

What worked for me was. I went into the setting, and searched for updates. I updated it, and let the computer update without using it. Once it updated and reset. Go back into setting and see if there are more updates. After the disk space fixes itself. The reason why its at 100% is because its download a giant patch update for windows 10 that is not included in the original update.

SSD's at 100%... Dammit, Microsoft has to fix these memory leaks and also stop forcing it's customers to upgrade to fully untested software... that is a terrible Business Model... all they are doing is making other Operating Systems look more Attractive!

this tutorial is a copy of all the others that did not work for me. Could it be a faulty hdd?
this didn't work for me because when i reboot, my disable actions were cancelled and these actions were performing again.. my problem was caused exactly and obviously by a program called "windows 7.exe". i will try to tell how i get rid of it.
i could see it on windows task manager but when i open the file location i could see no files. i knew it was a hidden file called windows 7.exe but because that i couldn't bring it up i could do nothing. then i remember a program called killbox from maybe 10 years back. this program helps deleting some files and/or folders you can't delete in normal circumstances (i.e. because it's running) i runned that program and tried to kill the folder but it didn't work. then i tried to kill it on reboot and with the "end explorer shell while killing file" option. i rebooted and opened the file location through task manager (yes the program was still there and there were no other way to locate the file). somehow this time i was able to see the file. that means somehow all the restrictions applied to that file (including untouchable hidden option and all the special allocations) has been removed. this time i tried to kill it but nope. i changed it's name while the program was still working. (i don't know how Windows allowed me to do this) and then easily killed the file with it's folder. after that i no longer see "windows 7.exe" in task manager and my cpu now works just fine.
a side note: my temporary solution was to set affility from task manager and chose only 1 core for that application. in my situation that means it could use only %13 of my cpu.

Sidenote the restart after the changes takes a very long time be prepaired
So you have a program, which used 100% cpu. There might be multiple reasons, like IO utilization. You throttled it on CPU (took away few cores) now it cannot finish whatever it wanted to do so fast and stays active longer. Not only it will make the performance of that specific program worse, but it might make performance of the overall system worse and also it might impact your battery life negatively.
This solution is the type of solutions: "Oh I have a 'check engine' light in my car". "Go ahead and disable dashboard console, and the light will go away".

HELP, when I right click on cpu under my browser I get a standard right click menu there is no option to select a core etc. what did I miss?

Hi. It brings down the disk percentage but once I start my computer again, it goes back to 100%.
I just did the 1st 2 and with a restart the Chrome in Task Manager reset itself to default. Is this always the case?

Core usage helps the app to perform better. So, skip your regular apps.
My cpu is usally super high and when i open up task manager to check it goes back down. It really annoys me.

I did all the steps however my computer still getting lag issues when it start again. The weird thing is if I keep the windows task manager open the lag problem stop and the cpu slow down to 25% and the ram to 1.43 GB. Any advice with this, I need some help here, I don't want to keep open the task manager every single time.

I m facing something similar. What happens is it works fine after 2 mins of starting my laptop. But as soon as I try to connect with my wifi. It just goes crazy. And that's all because of svchost.exe

The CPU is not overclocked (yet) the task manager it says that the maximum speed is 2.9 GHz but the cpu is actually running at 0.87 GHz. I am using Windows 8.1

"background Intelligent Transfer service" should not be stopped. It is responsible for updating Windows. If it stops, the computer will not be able to update, and the app store does not want to work.

Yes it's saved
