"kanji" subtitles.. just say japanese, there is no text written in kanji only, it makes the sentence alot different.

'Neo' means 'new', and is commonly used in anime with that meaning, especially for post-apocalyptic cities like 'Neo Tokyo', which means that 'Neo Otaku City' means 'New Otaku City'.

@Ragmop Interesting trivia but irrelevant to the point, isn't it? To answer the question "what happened to the old X" the answer's usually "nothing". The city didn't cease to exist, and besides NY there's New Hampshire, New Orleans, New Mexico, New Delhi, New Zeland, New England and so on and so forth.
Most of the plot including the gun he held were from psycho pass, in the anime, which took place in neo Tokyo. So it might be just that.

In the middle of the night I came across ProZD's skit through a RUclips recommendation and watched all of his videos until the morning, when I finally realized that he was the star of this series I saw few years ago.
At the time I thought he was an amateur actor.
He's so talented and this series is still my favorite.
