I don't understand the financial reasoning for using retreads. One blowout with associated damage to the tractor or trailer and a couple thousand dollar roadside call to replace the tires and you wipe out all savings. Plus, I've had MORE than one car damaged by parts of semi recaps--if they had to pay for all of the damage caused by the debris, that would dig them an even deeper hole. I also thing there should be a substantial tax on the retreads to reimburse the state DOTs for the considerable effort and danger involved in picking up the debris beside and ON the road.

No problem with retreads if maintained correctly. Proper air pressure in the tire along with proper pressure in the adjacent tire will get you a long safe service. Most treads you see on the side of the road are where the tread has separated from the steel belts. This can happen on new tires, but is more often seen on a retread. WHY ? 1) There are more reatreads being used on commercial vehicles than new tires. 2) A retread has a tire casing with many thousands of miles under its tread already.
Much depends on how the tire is inspected before retreading. In the case of commercial Aircraft tires, they are X rayed as part of the inspection. Different retreaders have different standards. Often at the plant where I worked it would depend on how much we needed the work to determine if a tire casing was rejected or not :-(

Retreaded tires can be safe...er. I'm a CDL driver and in any business someone wants to get it done for less. In the United States it is illegal to use retread tires on the front steering tires there by the only place you can use them is where there's a dual or another tire next to it for safety. With that many tires on a semi truck often company would try and make the driver go with poor quality tires.
I prefer Michelin and Continental tires. With the exception of steering tires I would prefer their retreads to a brand new tire from the other companies. It helps to know they are overbuilt to begin with ( designed to be retreaded multiple times)

You are incorrect sir. most almost all the "Blowouts" are new, but there are very few actual blowouts, in almost every case the tire has an injury, the air is released and the heat a low tire causes the tire to fail and the rim destroys the tire. 40 years in tire business has taught me that.

After finishing my apprenticeship got a job on the production line recapping earthmoving tyres at Olympic Tyres Perth Western Australia. After 2 days was pretty much doing everything at our station and rapidly losing interest. When the long termer old boy noticed my lethargy he said if I work hard and learn ( what? ) I could move to another station in 6mths or so ! Most likely of tires that have several factors that took place, in fact, modern retread tires are safe, so safe that even school bus fleets use them. The reality is that retread tires are crafted and tested to perform like new tires.
Tires that cause accidents are bald or under inflated, according to the U.S. Department of Transportation. The main culprits are underinflation, overinflation, mismatching of tires in dual wheel position, faulty tire repairs, misaligned vehicles and tires driven with less than the legal limit of tread remaining.
As long as they are properly maintained, retread tires perform as good as or better than new tires.

I was traveling along at 65 mph slowly coming up on a 18 wheeler when just as I’m along side, one of the rear tires on the tractor unraveled just like it showed being constructed. One long belt of rubber flailing around between the tires, smoke, all sorts of noise, pieces of rubber flying out everywhere bouncing off my car.
I get around the guy and keep watching him in the mirror: no response. Just keeps on rolling like it happens all the time. Judging by the rubber debris building up along both sides of our interstates I’d say it likely does happen all the time.

because if the retread job is done poorly to make a few quick bucks, its your ass on the line.
However - and this is a basic problem of all retreads - the tire was very loud. Here you notice that the connection between the substructure and the tread is not a single piece after all.
But there is an even greater weakness: If the customer buys a set of tires, there is no guarantee that all four tires are built on an identical carcass. The tread may be identical, but the substructure may come from different manufacturers - and then each wheel can have completely different handling characteristics.
This can be dangerous in extreme situations, and not just for inexperienced drivers. It is not for nothing that experts advise drivers of new tires to fit the same type all round for better vehicle control.
The fact that ADAC has not tested retreaded tires since 2011 is due to their dwindling market significance. The products we tested are no longer available, and many manufacturers have gone out of business. The financial outlay for safety-oriented technologies such as pressure testing, and in some cases also X-ray processes or nail hole detectors, no longer paid off.

Retread tires are cheap. That‘s the only advantage. Since each and every used tire has been used differently, the final product after retreading behaves slightly differently. On a passenger car, that is dangerous. Mount them on a truck, and you still risk a lot for a little gain.
