Since the direction of the electric field is by definition the direction of the force it would exert on a positive charge, so it is often more inituitive to use a positive test charge, yes.
on both sides of the equation, you can think of the numbers in the denominator multiplied by 10^-4, and we would cancel it, so no need to convert both sides to m. that is, if both parts are of the same unit, no problem

As I understand it, the electric field is zero at the point where the net force is zero.
