To get unstuck, I sometimes plan something I call "touching" a task. And "Touch X" is all I put on my todo list. Touching a task can be just going to the relevant website. Or picking up a tool. Or putting some paperwork in front of me on a desk. The key is that it's trivially simple and I'm *not* making a plan to actually do the task. But once I'm there touching the task, I'll often impulsively start doing it anyway.
