Yes, it doesn’t work with an inkjet printer. I’ve tried 😅
Where can I find that template from that one
I'd like to make that easy the beautiful things you make, but it is sooo hard to learn 😢

Can you do this without a laser printer?
No. Reactive foiling method uses toner (only produced by laser printers) to adhere the foil to the text. If you use inkjet, the foil would not stick.
