It’s a mess.” as he pointed back to everything in the backseat. He told me those were his friends in the white SUV. He said he was taking this car with them. I told him to step out so I could get his name. I had him come back to my passenger side window. I asked him whose car it was, and he told me his brothers’. I asked who was in the car in front of him and he said “My brothers uh. It’s uh my sister-in-law.” He told me he was following her to Tennessee. He told me he was coming from Dallas. I identified him as Eliezer Valladares Reyes DOB: 09/27/1994. He told me he had a license or ID out of Tennessee. After more conversation, he told me that was his sister-in-law and that she “bailed on him”. I said, “She didn’t want to stop?” He replied, “Yeah she knows.” I could not get a return on ACIC on the name that he gave me, so I proceeded to use my fingerprint scanner to get his fingerprints. I asked him what part of Tennessee and he couldn’t remember. He finally said Nashville. He proceeded to tell me he lives “everywhere”. He told me he didn’t understand why I stopped him and not her. He then proceeds to tell me “I thought it might be because of my appearance.” I told him I couldn’t even see him when he came by. He told me he had a permit out of Michigan. I was able to finally get a return on ACIC out of Michigan. I asked if they were going up for the day and coming back. He told me “Visiting family then coming back.” I was able to see that he did not have a valid driver’s license. He told me that it wasn’t major. He asked if I could just let him leave it at the gas station and call her. He told me it was going to “cost him money”, but it was his brothers’ car. I advised Troop G dispatch to call the next wrecker on our rotation list. I asked him if there was anything illegal. I asked if there was any marijuana and he just looked down at the ground. I asked him how much weed he had. He told me he didn’t have any weed. I asked if he had some meth or cocaine. He just kept looking at the ground and wouldn’t look at me. I asked how much and if it was a couple of pounds. I had to tell him to look at me because he kept staring at the ground. He told me he didn’t have any weed. I asked how much meth he had. He told me “I’m sorry.” I asked, “What else you got? You couple of pounds of anything or what?” At that time, he bolted from my passenger window back to the driver’s seat of his car. I was able to get to his window as he shut his door trying to put the car in drive. I told him to stop multiple times. I deployed my taser twice and it had no effect on him. He began to take off and flee eastbound towards Hope. I advised Troop G dispatch at 10:29 a.m. that he took off and that I was in pursuit. I advised TFC. Antonio May to get spike strips ready because I knew he was working around the 39 milepost. The Accord reached speeds up to 127 miles per hour and started passing vehicles on the shoulder. He took exit 31 at a high rate of speed and went airborne before wrecking out into a tree on the south side of the eastbound entrance ramp. He got out of the car from the right rear door and jumped over the fence at the wood line and began to flee on foot. I pursued him on foot through the heavily wooded area. I found his red hoodie laying on the ground. I was able to see him a good distance away with what appeared to be a bloody mouth and a black shirt on. The last place I saw him was running into a wooded thicket. After approximately 2 hours of searching through the woods, we were unable to locate him. The vehicle was towed by Reese’s wrecker and secured in his shop until I could arrive. I was able to locate two small, clear plastic bags of meth and a meth pipe in the center console below the radio. There were a lot of miscellaneous clothes and equipment inside the car. We were not able to locate anything else illegal inside the vehicle.
I just hate it for you guys having to come upon people all by yourselves. One of my best friends in high school passed everything to become a highway patrolman at 39…just under the wire from what I understand to apply as 40 I guess in Oklahoma anyway was past the limit. He would have been great at the job but he resigned right off the bat he just had too hard of a time approaching people all alone not knowing what he was dealing with…totally understandable. Citizens need to appreciate you guys and the hard tasks you guys deal with.

I'm not an expert, but is there a legal reason why cops don't take temporary custody of the suspect's car keys during these type of investigations? How about placing a couple of stop sticks in front of and behind tires?
Boil that down in legal terms a representative the state suspects you of a crime allowing them to seize (temporary or not) your property. Not in an innocent before guilty court system
That would be considered a seizure under the 4th amendment. Unless the officer has probable cause, like a confession or a free air sniff from a drug dog, they can't just take your property like that. Courts haven't ruled on it yet, but I'd be willing to bet the stop sticks would also constitute a seizure of your vehicle. However, you should always seek out advice from an actual attorney and not some random dude in a YT comments section.

If you are lawfully carrying a firearm the police would need *particularized* information about you specifically that says you’re a threat. An anonymous phone call from a 2A hating leftist saying you’re brandishing a firearm and pointing it at people is not enough. A phone call from a reliable witness whom the police know would be sufficient. However, what’s supposed to happen and what will happen are two different things. Most likely the police will invoke the magic of *officer safety* which apparently overrides all law and all civil rights. If you were to complain the police will investigate themselves and, to no one’s surprise, tell you they did nothing wrong. You may have trouble finding a civil rights attorney to take your case because, to be quite honest, there may not be much money in the settlement for them. If the case typically settles for $10k and it costs them $200k in billable hours they won’t take the case. If the laws in your state say the losing side has to pay the billable hours then the story changes. Often this type of case settles before it goes to trial because the government knows it’s cheaper to settle before trial because the cost of the settlement + billable hours may be significantly less before trial than it will be after a jury trial. Sadly, in America, justice is a business and often only favors those who can afford it. All that being said the police have no problem lying, or misapply the law, or charge you with one of the standard contempt of cop charges to get you to waive your rights and hand over the weapon. A standard lie will be they had multiple calls or multiple reports that you were waving the firearm around or pointing it at people. It’s a lie, you know it’s a lie, they know it’s a lie but you won’t be able to prove it in court. The police will take the stand and say they were waved down by multiple people who said you did X, Y, and Z and good luck proving otherwise. There’s records of 911 calls but there’s no record of people waiving them down. An officer’s testimony is always assumed truthful whereas the defendant’s testimony is always considered suspicious. So the lie is a good option for disarming you. The law says it’s unlawful to carry a firearm in a manner intended to cause a panic. The police will tell you that you did cause a panic and therefore broke the law, a standard misinterpretation of the law covered by qualified immunity. The fact that it did cause a panic is almost irrelevant. Lawfully carrying a firearm in a holster on your hip will, almost assuredly, cause one of our more fragile members of society to panic. That’s supposed to be on them, not you. The key here is in a manner _intended_ to cause panic. Carrying in a holster clearly shows you’re not intending to cause a panic and the police know this but don’t care because they know they’re protected by the department which gets to investigate itself. Another thing they’ll do if you fail to waive your rights and hand over your firearm is hit you with a disorderly conduct or disrupting governmental operations charge. They know the charge will likely get tossed out before it ever goes to trial but they got what they wanted by arresting you. Yes, they violated your rights. Yes, they investigated themselves and declared themselves righteous. Yes, they know a judge will likely grant qualified immunity. Yes, they know there’s a good chance there’s no money in a lawsuit and you’ll have a lot of trouble finding a lawyer to take your case. The justice system is stacked heavily in favor of the government.

I believe that once that individual could not positively confirm his age or the place that he resided I’m sure that the officer had the right to place him in handcuffs to prevent him fleeing. I'm not an expert, but is there a legal reason why cops don't take temporary custody of the suspect's car keys during these type of investigations? How about placing a couple of stop sticks in front of and behind tires?
Boil that down in legal terms a representative the state suspects you of a crime allowing them to seize (temporary or not) your property. Not in an innocent before guilty court system
That would be considered a seizure under the 4th amendment. Unless the officer has probable cause, like a confession or a free air sniff from a drug dog, they can't just take your property like that. Courts haven't ruled on it yet, but I'd be willing to bet the stop sticks would also constitute a seizure of your vehicle. However, you should always seek out advice from an actual attorney and not some random dude in a YT comments section.

A stop stick may not be a seizure, since a driver can put vehicle in gear and drive away. Stop sticks are merely an incentive not to.

If you are lawfully carrying a firearm the police would need *particularized* information about you specifically that says you’re a threat. An anonymous phone call from a 2A hating leftist saying you’re brandishing a firearm and pointing it at people is not enough. A phone call from a reliable witness whom the police know would be sufficient. However, what’s supposed to happen and what will happen are two different things. Most likely the police will invoke the magic of *officer safety* which apparently overrides all law and all civil rights. If you were to complain the police will investigate themselves and, to no one’s surprise, tell you they did nothing wrong. You may have trouble finding a civil rights attorney to take your case because, to be quite honest, there may not be much money in the settlement for them. If the case typically settles for $10k and it costs them $200k in billable hours they won’t take the case. If the laws in your state say the losing side has to pay the billable hours then the story changes. Often this type of case settles before it goes to trial because the government knows it’s cheaper to settle before trial because the cost of the settlement + billable hours may be significantly less before trial than it will be after a jury trial. Sadly, in America, justice is a business and often only favors those who can afford it.
All that being said the police have no problem lying, or misapply the law, or charge you with one of the standard contempt of cop charges to get you to waive your rights and hand over the weapon. A standard lie will be they had multiple calls or multiple reports that you were waving the firearm around or pointing it at people. It’s a lie, you know it’s a lie, they know it’s a lie but you won’t be able to prove it in court. The police will take the stand and say they were waved down by multiple people who said you did X, Y, and Z and good luck proving otherwise. There’s records of 911 calls but there’s no record of people waiving them down. An officer’s testimony is always assumed truthful whereas the defendant’s testimony is always considered suspicious. So the lie is a good option for disarming you.
The law says it’s unlawful to carry a firearm in a manner intended to cause a panic. The police will tell you that you did cause a panic and therefore broke the law, a standard misinterpretation of the law covered by qualified immunity. The fact that it did cause a panic is almost irrelevant. Lawfully carrying a firearm in a holster on your hip will, almost assuredly, cause one of our more fragile members of society to panic. That’s supposed to be on them, not you. The key here is in a manner _intended_ to cause panic. Carrying in a holster clearly shows you’re not intending to cause a panic and the police know this but don’t care because they know they’re protected by the department which gets to investigate itself.
Another thing they’ll do if you fail to waive your rights and hand over your firearm is hit you with a disorderly conduct or disrupting governmental operations charge. They know the charge will likely get tossed out before it ever goes to trial but they got what they wanted by arresting you.
Yes, they violated your rights. Yes, they investigated themselves and declared themselves righteous. Yes, they know a judge will likely grant qualified immunity. Yes, they know there’s a good chance there’s no money in a lawsuit and you’ll have a lot of trouble finding a lawyer to take your case. The justice system is stacked heavily in favor of the government.

As someone who was born and raised and still lives in Arkansas yeah our Troopers don’t mess around but you give them respect they do the same I’ve been pulled over by several of them in my time nothing but honesty and respect I’ve given them and they do the same and I’ve been on my way.

Since the guy had no DL on him the Trooper should have at least asked him for his keys until they figured things out, and even tho' the Trooper had every right to put cuffs on him, 99% of traffic stops don't go like this, most, even those driving without a DL don't do what this guy did, so officers and Troopers don't want to put the cuffs on people they are thinking they're just going to give a ticket or possibly a court date.

This trooper did very poor job letting his guard down and not assessing the bigger picture of the situation, once he was told about the drugs in the vehicle boom that’s your probable cause to put your guard up and proceed to arrest him without sending or alerting the driver, by playing nice and keeping the conversation going he was buying the driver time to bust out for a run, at that point it doesn’t matter the exact amount of drugs in the vehicle as the trooper persists on beating around the bush.
Very poor job lucky he didn’t got hurt many troopers had lost their lives by being careless naive of situations like this one

No he wasn't the drug mule....he was running blocker (so to speak)...the rig he was traveling with was the one loaded down with dope headed for Tennessee...he was a part time meth head, he had just enough on him to keep him going for the trip, or for a day or two...methamphetamine comes out of the Dallas area into Arkansas more than anyone can imagine....
It's hard to believe that old, broken down junk cars can go that fast and out run police units. What they can't do is drive as well as police do. He'll just go home to Mexico a couple of years and be right back here easily through our lack of border protection.
