Trooper's Report: On 11-13-23 at approximately 2119 hours, I, Trooper Ana Escamilla, was in the area of Interstate 40 near the 170 mile marker. I observed a Gray Toyota Corolla Bearing California (9HCJ146) traveling in the number 1 lane. As we traveled East, I observed that the Toyota Corolla began following too close to a tractor trailer in which was in front. I initiated a traffic stop on Interstate 40 near the 171 mile marker. I made contact with the driver who was identified as Heng Chheng. I advised Heng of who I was, the agency I represented, and the reason for the stop. Heng was explained why he was following too close and he acknowledged. While speaking with Heng, I asked him for his identification and the documentation for the vehicle. Heng stated that the vehicle was a rental vehicle. The passenger, identified as Hunter Prophet provided the rental agreement. While reading the rental agreement, I observed that the vehicle was rented on November 12, 2023 in San Diego California and was to be returned on November 14, 2023 in Virginia. While speaking to Heng I observed that he appeared to be very nervous. As Heng provided his driver’s license, Heng was visibly shaking and appeared to be breathing very heavily. I asked Heng to exit the vehicle and come to mine as I continued my traffic stop. I asked Heng where they were traveling from. Heng stated that he was traveling from San Diego California to Richmond Virgina. Heng stated that he flew San Diego on Sunday November 12. Heng stated that he traveled to San Diego California on Sunday November 12 to go to a memorial service for a family member. When asked why he chose to drive back instead of flying back, Heng stated that he could not find any flights available to return. I asked Heng who the Hunter was to him. Heng stated that he owns some night clubs and that Hunter is a manager him. Heng stated that Hunter agreed to travel with Heng. I asked Heng what he was traveling with. As I spoke more and more with Heng, he appeared even more nervous. I asked Heng is he was traveling with anything illegal. Heng stated “no”. I asked Heng if he had any illegal narcotics in which he stated no. I asked Heng if I could search his vehicle in which he mumbled multiple times “I don’t see why not”. As I spoke with Heng about his quick turnaround from San Diego California, he stated that the reason he left so soon, was because he had to work. Heng was asked again if anything illegal was in the car in which he stated “no”. When asked if we could open the trunk of the car, Heng stated that we could. I opened the trunk of the car and observed 2 bags and the spare tire next to those bags. As soon as the trunk was opened, I smelled a strong odor of marijuana coming from inside of the vehicle. I went back to my car and asked Heng again if there was anything illegal inside the vehicle and he stated “no”. I went to the trunk of the vehicle lifted the divider in which the spare tire should have been in. As I opened that divider, I observed a blanket. Under that blanket was a large trash bag. Inside the large trash bags were several bags of marijuana. The marijuana were in bags that were filled with air and tied up. Both Heng and Hunter were placed under arrest. I then began to search the vehicle in its entirety. Inside the center console, I observed there to be a cloth concealing a bulky item under it. Under the cloth was a large quantity of money in which was banded up. I placed the large currency inside of my vehicle. I made contact with Hunter and read him his miranda rights. Hunter agreed to speak to me without an attorney present. I asked Hunter who’s marijuana it was in which Hunter stated that he was already in it and would not be telling who’s the marijuana was. I searched Hunter’s person and located Hunter to have a large quantity of currency in his pocket. Hunter stated that the money was his. Inside of the vehicle was Hunter’s wallet. Inside the wallet was a baggie that contained mushrooms. Inside that wallet was an amount of U.S Currency. Trooper Price informed me that while placed Hunter under arrest, Hunter spontaneously advised him that they had 8 pounds of marijuana. While at the sheriff's office, Troopers counted 8 bags of marijuana from the trashbag. Troopers also counted a total of $7,346.00 in U.S Currency. I contacted Prosecutor John Huggins with Lonoke County who approved the money seizure. I completed all necessary documentation to include the ASP 100. I advised Hunter and Heng that their currency would be seized. Both stated that they refused to sign the Asset Forfeiture Form.

She’s “ profiling “ which has been ruled unconstitutional. 98% of her traffic stops are for “ following too close “ which is hard to disprove and the easiest way to pull over anyone you want. She’s running the tags before we hear audio. Dispatch is telling her that it’s a rental. It’s out of state so she pulls them. You can’t do that.

Driving a rental, or a vehicle with out of state plates makes you a target, no matter what!!! It doesn't matter if you're driving perfectly, you're a target and its highly probable that you're gonna get pulled over if seen.

I remember one time when I was driving a rental car at night on a somewhat well lit expressway, and had other cars flash their lights at me. It took me a bit to figure out out that my car's headlights were off, and longer to figure out how to turn them on... Lesson learned, now I test lights, blinkers, and wipers before leaving the car rental lot.

The odor of marijuana will linger in a vehicle for a longggg time. Even the slightest smell is still probable cause to search the entire vehicle for marijuana.

Yep! He definitely wasn’t following too close. The speed limit is 75. He was only doing 65-70 at the most. He had plenty of distance between him and the truck in front of him. Also, when doing stuff like this, you never get a car from California. Go to Arizona or somewhere else to rent a car. Then he was answering too many questions and gave her consent to search the vehicle. I don’t even do this shi but I know enough to not get caught like this.

Agreed. Just because you have a badge and a gun you should not be allowed to harass people driving a rental car. My former job required me to do a lot of daily traveling and sometimes we would use rentals for travel. Out of about a 75 times using a rental while working, I was pulled over 51 times. Out of those 51 stops NEVER was I given a ticket or citation. So obviously I was not doing anything wrong. But of course they would always lie and fabricate a story about my bad driving or whatever story they wanted to create. They would pull me over ask to search me and my vehicle and of course Im like umm no. And then they would laugh and smile and say ok im gonna get a dog to come and smell your car blah blah..So much of my time was abused by these idiots. It got to a point to where I just agreed to let them search me everytime I was pulled over because I didnt have time or the energy to play around with a bunch of badges with too much time on their hands. And just some advice for everyone in the future, when you get pulled over by badges , DONT talk to them. They didnt pull you over for a friendly conversation. They pulled you over to flex their lights, badge and gun. Give them your info and sit quietly. They arent worth your breath.
In all fairness every time I leave safe following distance, a car or two slides in ahead of me to gobble it up. That's why I like going out late at night or as soon as the stores open because there's little traffic, good parking and no long checkout lines.

ASP in general should be investigated for detaining a driver for longer than a reasonable amount of time to write a citation/warning. Now if all these rental car drivers just said I don’t answer questions and no I won’t come back to your car. Go write my ticket and I’ll be on my way. This cop is a fraud. She runs the plate and sits behind them til it comes back knowing it’s a rental. Then always say following too close. The biggest bull reason ever. She shoukd be investigated. You can’t pull over every rental just in case it has drugs.

I think it's strange that her excuse for pulling everyone over that she does is the "you're following too close" excuse. If you watch the video this car was clearly not following the semi too close as she states.

The trick the smugglers use is to run a sacrificial car with out of state plates up front which does something like follow too close. If/when they are pulled over, the other six cars in the convoy drive right by. Seen it several times with U-Hauls.

At the beginning I was wondering what the reason for the stop was. It didn't look to me like he was that close. Around here people follow that closely quite a bit. I did think lane positioning was questionable. On a few occasions it looked as if he was going to drift over the white line into the shoulder.

Once again she pulled over a vehicle with a California license plate and a bullshit, made up reason for a traffic stop. I'm going to contact a criminal Defense Firm in little rock to see if they can investigate this trooper. Any case involving this trooper should be thrown out. "Following too close" when they were the distance most people follow other cars. Extended the stop, extended the stop. Repeatedly wanted to search after search was denied. This bust is going to be tossed for multiple violations of 4th and 5th ammendments.
I'm going to contact a Criminal Defense Law Firm in Arkansas in the hopes they will investigate her. She is clearly violating every law and people's civil rights.

To all the people thinking she has a CI or that she is being tipped off: you clearly don’t live in a fly-over state I guess? All of these stops are the same and they are pretty cut and dry throughout the Midwest and south and will occur for any wildly out of state license plate. - stop any car with a far away out of state tag for the most mundane offense with the goal of giving them a warning - determine if the car is a rental, ask basic questions if so. Determine where they started and where they are going - discover that someone else booked the rental other than the driver 🚩 - discover the story makes absolutely no sense at all 🚩 - discover that they are really fidgety or talk a lot like they are trying to hide something 🚩 - ask for a consent search, if they deny, radio to your K-9 unit up the road that you have a refusal - (occasionally) smell weed and skip the above step for a PC search - find dope - (occasionally) ask if someone is following for your safety - mirand-ize - (occasionally) ask if they want to deliver their payload and that you want to work with them - arrest and tow if the answer is no. Honestly each of these stops are the exact same and play out in a nearly identical flow. It’s not rocket science. They do it a lot. You just think it is a tip off because you see the few positive hits with this method and the many false positives aren’t posted online, because that is boring. The tell is usually entirely in the driver because they don’t know how to stay cool under pressure, can’t shut up about details that don’t matter, or can’t rehearse a cover story that makes any sense at all.
Except for the fact that the 2nd trooper said “ you don’t have any MariJ in the trunk in a trash bag do you?” Ol boy pulled a trash bag with the goods out of the trunk… they were tipped off.
I did this 45-60 times a day. Had my very rehearsed ”good ol’ boy” routine … be surprised once you get someone comfortable they trip all over themselves

I really can't feel bad for people that willingly allow police to search their cars knowing they have illegal shit in it. Do some damn research on the law. YOU CAN SAY NO. Especially if they don't have probable cause. And if they have you wait a decent amount of time you can make a case in court that they held you longer than a typical traffic stop. And your second option is don't be a dumbass and traffic drugs in your vehicle. Don't do it at all. Especially in her county. That woman got x-ray vision superpowers or something 😂

@@bob_kazamakis Her weapons are likely in the trunk instead of the cabin. This is part of the confidence game that they run to get consent. And to prevent the perp from REVOKING consent when she gets close to finding something. She is doing targeted drug interdiction, the rules are different. They ALWAYS separate you from the vehicle while they search it, to prevent revocation. If you leave the car and approach they can trigger the "danger mode" and cuff you (for their safety) and put you in the BACK seat where you STILL can't get close enough to revoke consent. (SCOTUS says you can revoke voluntary consent at any time - so they have figured out how to prevent you from doing it) This is because she doesn't have a dog available - if she did she would just run the dog around and not need to ask. They have this down to a science, I have been pulled over at least 5 times this way. They are looking for low level mules who are never "professionals" and don't carry guns or anything. "take this to my cousin in Memphis and he will pay you $500"

My feeling was there has to be a balance at some point. State police do not get any tips or phone calls never, they dont really know if its drugs or weapons in the car they are hoping it is, it's a trained tactic they use to bust drug traffickers. If you notice they always say they pulled you over because you were driving to close to a truck or car it's considered tailgating mainly trucks. What they do is they spot a new car with out of state plates, they come out, they will trail you while they are in the left lane an you are on the right lane until you drive up into a truck an they some what trap you while they are trailing behind you on the left lane keeping you at bay tailgating a truck or a car like i said mainly trucks cause think about how many trucks you see on the interstate ALOT!! its easy to drive up into a truck they are all over the place. They put you in a position to either switch lanes in front of the state police or stay behind the truck or car, an we all know as drivers we dont like cops behind us an they know that also so we gonna stay right where we at an do the speed limit hoping they pass us by. They are also waiting to see if you get nervous make a mistake swerve a little bit as well. If you are driving fine doing the speed limit with your seatbelt on an dont get nervous an mess up, swerve or something use no signals, they will pull you over an use the "you were driving to close to the truck or car (tailgating). Then when they pull you over they are basically investigating you asking you a bunch of questions. It's only a traffic stop why are they asking a million questions right, they are investigating trying to hear your story to see if it checks out. They are also hoping to smell marijuana in your car. Example You got California plates an you are in arkansas driving to new york is already a red flag to them. If your story dosen't check out an they smell marijuana in your car you done you going to jail, it gives them probable cause to search your car. If they dont smell nothing they will still ask you can they search your car cause your story doesn't check out. If you say no they are just going to get the K9 to smell around the car you screwed either way. Even if the dog doesn't alert they will lie to you an say the dog alerted them. Then boom they search an find the drugs an etc.. These state police officers are some dirty cops they trying finesse you with trained tactics. How do i know cause it happened to me but i wasn't trafficking drugs i was in my own car literally just going to an event out of state, i got out of state plates, newer car, young guy, an they trailed me while they were on the left side all the way till i drove up to a truck, pulled me over an said i was to close. My story checked out, i owned the car, everything legit, they didn't smell nothing, they were about to leave then came right back an asked if they can search my car, i said no, so they got the k9 next thing you know its smelling my whole car a whole bunch of police came all to find out it was nothing in the car. Man the mad an disappointed face they all had was priceless. Moral of the story is do not traffic drugs cause they will pull you over

Trooper's Report:
On 11-13-23 at approximately 2119 hours, I, Trooper Ana Escamilla, was in the area of Interstate 40 near the 170 mile marker.
I observed a Gray Toyota Corolla Bearing California (9HCJ146) traveling in the number 1 lane. As we traveled East, I observed
that the Toyota Corolla began following too close to a tractor trailer in which was in front.
I initiated a traffic stop on Interstate 40 near the 171 mile marker. I made contact with the driver who was identified as Heng
Chheng. I advised Heng of who I was, the agency I represented, and the reason for the stop. Heng was explained why he was
following too close and he acknowledged. While speaking with Heng, I asked him for his identification and the documentation
for the vehicle. Heng stated that the vehicle was a rental vehicle. The passenger, identified as Hunter Prophet provided the
rental agreement.
While reading the rental agreement, I observed that the vehicle was rented on November 12, 2023 in San Diego California and
was to be returned on November 14, 2023 in Virginia. While speaking to Heng I observed that he appeared to be very nervous.
As Heng provided his driver’s license, Heng was visibly shaking and appeared to be breathing very heavily. I asked Heng to
exit the vehicle and come to mine as I continued my traffic stop.
I asked Heng where they were traveling from. Heng stated that he was traveling from San Diego California to Richmond
Virgina. Heng stated that he flew San Diego on Sunday November 12. Heng stated that he traveled to San Diego California on
Sunday November 12 to go to a memorial service for a family member.
When asked why he chose to drive back instead of
flying back, Heng stated that he could not find any flights available to return.
I asked Heng who the Hunter was to him. Heng stated that he owns some night clubs and that Hunter is a manager him. Heng
stated that Hunter agreed to travel with Heng. I asked Heng what he was traveling with. As I spoke more and more with Heng,
he appeared even more nervous. I asked Heng is he was traveling with anything illegal. Heng stated “no”. I asked Heng if he
had any illegal narcotics in which he stated no. I asked Heng if I could search his vehicle in which he mumbled multiple times “I
don’t see why not”. As I spoke with Heng about his quick turnaround from San Diego California, he stated that the reason he
left so soon, was because he had to work.
Heng was asked again if anything illegal was in the car in which he stated “no”. When asked if we could open the trunk of the
car, Heng stated that we could. I opened the trunk of the car and observed 2 bags and the spare tire next to those bags. As
soon as the trunk was opened, I smelled a strong odor of marijuana coming from inside of the vehicle. I went back to my car
and asked Heng again if there was anything illegal inside the vehicle and he stated “no”. I went to the trunk of the vehicle lifted
the divider in which the spare tire should have been in. As I opened that divider, I observed a blanket. Under that blanket was a
large trash bag. Inside the large trash bags were several bags of marijuana. The marijuana were in bags that were filled with air
and tied up.
Both Heng and Hunter were placed under arrest. I then began to search the vehicle in its entirety. Inside the center console, I
observed there to be a cloth concealing a bulky item under it. Under the cloth was a large quantity of money in which was
banded up. I placed the large currency inside of my vehicle.
I made contact with Hunter and read him his miranda rights. Hunter agreed to speak to me without an attorney present. I asked
Hunter who’s marijuana it was in which Hunter stated that he was already in it and would not be telling who’s the marijuana
was. I searched Hunter’s person and located Hunter to have a large quantity of currency in his pocket. Hunter stated that the
money was his. Inside of the vehicle was Hunter’s wallet. Inside the wallet was a baggie that contained mushrooms. Inside that
wallet was an amount of U.S Currency.
Trooper Price informed me that while placed Hunter under arrest, Hunter
spontaneously advised him that they had 8 pounds of marijuana.
While at the sheriff's office, Troopers counted 8 bags of marijuana from the trashbag. Troopers also counted a total of
$7,346.00 in U.S Currency. I contacted Prosecutor John Huggins with Lonoke County who approved the money seizure. I
completed all necessary documentation to include the ASP 100. I advised Hunter and Heng that their currency would be
seized. Both stated that they refused to sign the Asset Forfeiture Form.

She’s “ profiling “ which has been ruled unconstitutional. 98% of her traffic stops are for “ following too close “ which is hard to disprove and the easiest way to pull over anyone you want. She’s running the tags before we hear audio. Dispatch is telling her that it’s a rental. It’s out of state so she pulls them. You can’t do that.

Driving a rental, or a vehicle with out of state plates makes you a target, no matter what!!! It doesn't matter if you're driving perfectly, you're a target and its highly probable that you're gonna get pulled over if seen.

I remember one time when I was driving a rental car at night on a somewhat well lit expressway, and had other cars flash their lights at me. It took me a bit to figure out out that my car's headlights were off, and longer to figure out how to turn them on... Lesson learned, now I test lights, blinkers, and wipers before leaving the car rental lot.

Yep! He definitely wasn’t following too close. The speed limit is 75. He was only doing 65-70 at the most. He had plenty of distance between him and the truck in front of him. Also, when doing stuff like this, you never get a car from California. Go to Arizona or somewhere else to rent a car. Then he was answering too many questions and gave her consent to search the vehicle. I don’t even do this shi but I know enough to not get caught like this.

Agreed. Just because you have a badge and a gun you should not be allowed to harass people driving a rental car. My former job required me to do a lot of daily traveling and sometimes we would use rentals for travel. Out of about a 75 times using a rental while working, I was pulled over 51 times. Out of those 51 stops NEVER was I given a ticket or citation. So obviously I was not doing anything wrong. But of course they would always lie and fabricate a story about my bad driving or whatever story they wanted to create. They would pull me over ask to search me and my vehicle and of course Im like umm no. And then they would laugh and smile and say ok im gonna get a dog to come and smell your car blah blah..So much of my time was abused by these idiots. It got to a point to where I just agreed to let them search me everytime I was pulled over because I didnt have time or the energy to play around with a bunch of badges with too much time on their hands. And just some advice for everyone in the future, when you get pulled over by badges , DONT talk to them. They didnt pull you over for a friendly conversation. They pulled you over to flex their lights, badge and gun. Give them your info and sit quietly. They arent worth your breath.
In all fairness every time I leave safe following distance, a car or two slides in ahead of me to gobble it up.
That's why I like going out late at night or as soon as the stores open because there's little traffic, good parking and no long checkout lines.

The trick the smugglers use is to run a sacrificial car with out of state plates up front which does something like follow too close. If/when they are pulled over, the other six cars in the convoy drive right by. Seen it several times with U-Hauls.

At the beginning I was wondering what the reason for the stop was. It didn't look to me like he was that close. Around here people follow that closely quite a bit. I did think lane positioning was questionable. On a few occasions it looked as if he was going to drift over the white line into the shoulder.

Once again she pulled over a vehicle with a California license plate and a bullshit, made up reason for a traffic stop. I'm going to contact a criminal Defense Firm in little rock to see if they can investigate this trooper. Any case involving this trooper should be thrown out. In California she would've already been fired for civil rights violations and illegal and unethical behavior.

To all the people thinking she has a CI or that she is being tipped off: you clearly don’t live in a fly-over state I guess? All of these stops are the same and they are pretty cut and dry throughout the Midwest and south and will occur for any wildly out of state license plate.
- stop any car with a far away out of state tag for the most mundane offense with the goal of giving them a warning
- determine if the car is a rental, ask basic questions if so. Determine where they started and where they are going
- discover that someone else booked the rental other than the driver 🚩
- discover the story makes absolutely no sense at all 🚩
- discover that they are really fidgety or talk a lot like they are trying to hide something 🚩
- ask for a consent search, if they deny, radio to your K-9 unit up the road that you have a refusal
- (occasionally) smell weed and skip the above step for a PC search
- find dope
- (occasionally) ask if someone is following for your safety
- mirand-ize
- (occasionally) ask if they want to deliver their payload and that you want to work with them
- arrest and tow if the answer is no.
Honestly each of these stops are the exact same and play out in a nearly identical flow. It’s not rocket science. They do it a lot. You just think it is a tip off because you see the few positive hits with this method and the many false positives aren’t posted online, because that is boring. The tell is usually entirely in the driver because they don’t know how to stay cool under pressure, can’t shut up about details that don’t matter, or can’t rehearse a cover story that makes any sense at all.
Except for the fact that the 2nd trooper said “ you don’t have any MariJ in the trunk in a trash bag do you?” Ol boy pulled a trash bag with the goods out of the trunk… they were tipped off.
I did this 45-60 times a day. Had my very rehearsed ”good ol’ boy” routine … be surprised once you get someone comfortable they trip all over themselves

I really can't feel bad for people that willingly allow police to search their cars knowing they have illegal shit in it. Do some damn research on the law. YOU CAN SAY NO. They ALWAYS separate you from the vehicle while they search it, to prevent revocation. If you leave the car and approach they can trigger the "danger mode" and cuff you (for their safety) and put you in the BACK seat where you STILL can't get close enough to revoke consent. (SCOTUS says you can revoke voluntary consent at any time - so they have figured out how to prevent you from doing it)
This is because she doesn't have a dog available - if she did she would just run the dog around and not need to ask. They have this down to a science, I have been pulled over at least 5 times this way. They are looking for low level mules who are never "professionals" and don't carry guns or anything. State police do not get any tips or phone calls never, they dont really know if its drugs or weapons in the car they are hoping it is, it's a trained tactic they use to bust drug traffickers. If you notice they always say they pulled you over because you were driving to close to a truck or car it's considered tailgating mainly trucks. What they do is they spot a new car with out of state plates, they come out, they will trail you while they are in the left lane an you are on the right lane until you drive up into a truck an they some what trap you while they are trailing behind you on the left lane keeping you at bay tailgating a truck or a car like i said mainly trucks cause think about how many trucks you see on the interstate ALOT!! its easy to drive up into a truck they are all over the place. They put you in a position to either switch lanes in front of the state police or stay behind the truck or car, an we all know as drivers we dont like cops behind us an they know that also so we gonna stay right where we at an do the speed limit hoping they pass us by. They are also waiting to see if you get nervous make a mistake swerve a little bit as well. If you are driving fine doing the speed limit with your seatbelt on an dont get nervous an mess up, swerve or something use no signals, they will pull you over an use the "you were driving to close to the truck or car (tailgating). Then when they pull you over they are basically investigating you asking you a bunch of questions. It's only a traffic stop why are they asking a million questions right, they are investigating trying to hear your story to see if it checks out. They are also hoping to smell marijuana in your car. Example You got California plates an you are in arkansas driving to new york is already a red flag to them. If your story dosen't check out an they smell marijuana in your car you done you going to jail, it gives them probable cause to search your car. If they dont smell nothing they will still ask you can they search your car cause your story doesn't check out. If you say no they are just going to get the K9 to smell around the car you screwed either way. Even if the dog doesn't alert they will lie to you an say the dog alerted them. Then boom they search an find the drugs an etc.. These state police officers are some dirty cops they trying finesse you with trained tactics. How do i know cause it happened to me but i wasn't trafficking drugs i was in my own car literally just going to an event out of state, i got out of state plates, newer car, young guy, an they trailed me while they were on the left side all the way till i drove up to a truck, pulled me over an said i was to close. My story checked out, i owned the car, everything legit, they didn't smell nothing, they were about to leave then came right back an asked if they can search my car, i said no, so they got the k9 next thing you know its smelling my whole car a whole bunch of police came all to find out it was nothing in the car. Man the mad an disappointed face they all had was priceless. Moral of the story is do not traffic drugs cause they will pull you over
