K-9 RAPTOR helps locate drug load and cash from drug mule - Arkansas State Police catch another!

  • Trooper's Report:
    On 3/4/2023 at approximately 15:31 hours, I was on routine patrol on I-40 Eastbound when I observed a black Chevrolet
    Suburban bearing Missouri license plate# EJ7H4Y. I observed the vehicle change lanes from the left lane to the right lane
    failing to use a turn signal.
    I initiated my emergency equipment, conducted a traffic stop on the vehicle on I-40 Eastbound at the 176 mile marker, and
    made contact with the driver of the vehicle (later identified as Henry Miller. Upon making contact with Miller, I identified myself
    as an Arkansas State Trooper, and advised him why he had been stopped. Miller stated that the reason that he had not used
    his turn signal was because he was on the phone. Then asked Miller for his driver’s license and vehicle information. Miller
    provided me with his driver’s license and stated that the vehicle was a rental car. Miller also stated that he had rented the
    vehicle in Tulsa, OK and had an electronic copy of the rental agreement on his phone. I then had Miller exit the vehicle and
    come to the front on my patrol unit so that he could show me a digital copy of the rental agreement on his phone. After Miller
    exited the vehicle I asked him where he was coming from and where he was traveling to. Miller stated that he was coming from
    Tulsa, OK and was traveling to Atlanta, GA to visit a friend.
    While standing in front of my patrol unit, I noticed that Miller seemed to be extremely nervous (his hands were shaking, he
    wouldn’t make eye contact with me, and his breathing was heavy and labored). I asked Miller why he was so nervous and he
    stated that he was just stressed out and that he had been drinking a lot of coffee. I then asked Miller if there was anything
    illegal inside of his vehicle and Miller stated “No there isn’t”. I also asked Miller if everything inside of the vehicle belonged to
    him and he stated “Yes”. As a result of Miller’s extreme nervousness, I asked him for consent to search his vehicle, and Miller
    stated “I’d rather you not”. I advised Miller that I had a narcotics detector canine and that I was going to deploy him to conduct
    a free air sniff of the exterior of his vehicle. I also advised Miller that if the canine alerted to the odor of narcotics, that I would
    have probable cause to search his vehicle.
    After speaking with Miller, I advised to stand on the shoulder of the roadway so I could conduct the canine sniff. I then
    deployed my narcotics detector canine “Raptor” to conduct a sniff of the exterior of the vehicle. During the sniff, “Raptor”
    indicated to the odor of narcotics. After the sniff was complete, I advised Miller that I was going to conduct a probable cause
    search of his vehicle. I also asked Miller if he wanted to be honest about what he had inside of the vehicle, and Miller stated
    “I’ve got Cannabis”. I then asked Miller how much marijuana was inside of his vehicle and he stated “I think there’s 25 pounds”.
    I then took Miller into custody, advised him of his Miranda Rights, and secured him in the rear of my patrol unit. Once Miller
    was secured in the rear of my patrol unit, I conducted a search of the interior of his vehicle.
    While searching the interior vehicle I located (2) large gray suitcases and (2) large black plastic totes in the rear cargo area of
    the vehicle. Upon opening the suitcases and plastic totes, I observed numerous vacuum sealed packages containing
    suspected marijuana (approximately 42 pounds in total weight). Rich’s Wrecker Service was contacted and later arrived on
    scene to tow Miller’s vehicle to the Lonoke County Sheriff’s Office so that the suspected marijuana could be removed from the
    vehicle. Miller was transported to the Lonoke County Jail for booking where he was charged with Possession of a Controlled
    Substance with Purpose to Deliver and Possession of Drug Paraphernalia.
    Miller had $3,991.00 in U.S. Currency on his person at the time of his arrest
    that he stated was provided to him as “travel money” by the people he was transporting the suspected marijuana for. This U.S.
    Currency was seized from Miller and deposited into the Arkansas State Police Asset Forfeiture Account at Centennial Bank.
    Miller was provided with a copy of the seizure form.

      He would’ve been far better off driving His Own Vehicle, They Are On the Look Out for Rentals Which is What Drug Dealers Use.

      I talk to my dog the same way, tend to do baby talking to my dog . They are a part of us, they lived with us , we love them!

      @@colbytnt - There are, of course, exceptions to every rule but the general rule of thumb is if a cops asks you to step out of the vehicle and join him by the front of his car you can be fairly certain it’s not because you won a $50 Amazon gift card for your amazing driving.

      Man that trooper had a drawl on him doesn't he. I worked in
      Arkansas for many years and was exposed to it, but his was thicker than most. Especially upon first contact. He lost a little of it with talking with the guy in the back seat. I think part of it is a disarming mechanism at first. Just a good ole boy. He got a lot crisper when talking on the radio and to the perp.

      A dog and their human often create their own kind of language over time. And not all of it is auditory. The dog isn't the only party to be trained either. The human is trained by the dog and it often occurs without even realizing it. It's an amazing thing, the partnership our two species share on this planet together.

      I liked how he did the long leash half circle so the defendant and attorney could see that Raptor was serious about staying in the one spot for what he found, wasn't being directed to do so by the LEO.

    Nice to see an officer with a whole bag of approaches and shifts in demeanor. I swear he came off at first as disarming as a happy Barney Fife. As he watches the reaction he gets his stance becomes more firm and serious. The playful moves as he emphasizes the dog's
    hit on the scent seem to completely flummox the guy. He seems to confuse the man into submission. Amazing.

      He's a great officer, very disarming and cordial. I think it's because he works with his partner K9, and his partner gets a lot of cues on how to behave from the officer's demeanor.

    I absolutely love how this officer communicates with his dog! They hear higher pitches than us, so using a very High speech register is fab, and the trills he makes also help to excite the dog and get it task focused. Wonderful work.

    I love videos with this Trooper. He is fantastic at his job and remains respectful and professional with the people he pulls over and arrests. But my favorite part of his videos is how he speaks to K-9 Raptor! He is wonderful how he treats Raptor and praises him. ❤

      @@terrytownsend5583Before Dashcam and body camera's police would touch the back of the vehicle so that if something were to happen, that officer's fingerprint would be on the back of the car which would then tie the car to the incident. It's not done too often today because of the cameras, and I don't even know if they are still trained to do that anymore. I just like seeing it when they do.

    Also, oh my God, the trilling noise he uses to tell Raptor that "it's on-duty time" is awesome. Most of these videos the K-9 is going crazy in the back of the car the whole stop. This guy, literally, has an alarm clock noise that's like an on switch for the dog. Talk about a smart handler and a well-trained pupper.

    My favorite thing to watch, see in action, are K9 working dogs..... Dogs are so smart as it is, but when it's a Mali or a Shepherd, etc, working dogs, they are just so dang impressive. And K9 Officer Raptor alerted to those drugs fast, he was like nope dad it's rightttttt here! The whole stop was impressive from beginning to the end.... And you would think the cartels would tell the drug mules do not go through Arkansas...... Lol

      @@rondameier8168 the guy rented the car in Tulsa. Marijuana doesn’t come from Arizona anymore. Oklahoma has become a major source of black market marijuana in the last few years. If he would’ve had hard drugs then I’d agree it was a cartel.

And if you think Marijuana isn't coming out of Arizona, given that cartel members have been caught on camera crossing the border into Yuma, recently, with back packs full of God knows what and armed to the teeth, or the thousands of other people crossing the Yuma sector illegally, then you are the one being naive. Marijuana can be just as destructive and addictive as any other hard drug, maybe not as bad, but it's still a drug. But that's neither here nor there. Like I said in another comment, the driver himself said he was coming from Yuma, Arizona towards the beginning of the interaction. That's not to say the guy wasn't from Yuma, then picked up the vehicle in Oklahoma, the Marijuana could have come from multiple places including Oklahoma..... Either way he was lying about all kinds of details..... But don't insult my intelligence. I'm not a 20 something year old after all.

    I had a friend that was a truckdriver over 20 years ago smuggled 500lbs of weed 13:58 in his diesel trailer as a mule for someone. DPS stopped him, he got 5 years federal.

    This trooper is so Arkansas and I love it, I’m proud of our men and women (and k9 friends) cleaning up not only for our own state but other states that these drugs are being taken too.
    Honestly I’m very pro marijuana but law is law and in Arkansas there is a legal route for it. These troopers have taken countless of harmful hard drugs off the street though and I’m proud to call the ASP my states police

    Good job, Troopers, human and canine! It concerned me that vehicles were passing the stopped vehicles in the right lane without slowing. In many states, drivers are required to reduce speed and/or move to the left lane. That's an accident waiting to happen.
