K-9 RAPTOR helps locate 91 pounds of drugs hidden in RV - Arkansas State Police

Trooper's Report:
On 2/17/2023 at approximately 15:34 hours, I was on routine patrol on I-40 Eastbound when I observed a tan THMO Chateau
RV bearing Oklahoma license plate# LRZ946. I observed the vehicle swerve over the fog line and onto the shoulder of the
roadway while I was traveling directly beside the vehicle.
I initiated my emergency equipment, conducted a traffic stop on the vehicle on I-40 Eastbound at the 172 mile marker, and
made contact with the driver and front seat passenger of the vehicle. Upon making contact with the occupants, I identified
myself as an Arkansas State Trooper, and advised them why they had been stopped. The front seat passenger (later identified
as Stephen Huffman) stated the reason why the driver has swerved off of the roadway was because it was windy. Then asked
the driver (later identified as Matt Panganiban) for his driver’s license and vehicle information. Panganiban provided me with
his driver’s license. Huffman stated that the RV belonged to his fiancé, provided me with the vehicle registration, and stated
that he would have to have her send him a copy of the insurance card. During this conversation, I asked Huffman where he
and Panganiban were coming from and where they were traveling to. Huffman stated that they were coming from Oklahoma
and were traveling to Virginia for a vacation.
I then had Huffman exit the RV and come to my patrol unit. After reaching my patrol unit, Huffman provided me with a photograph of his California driver’s license.
I then conducted an ACIC/NCIC check of Panganiban and Huffman’s driver’s
licenses. During the check I learned that Huffman had extensive criminal history for narcotics possession (Huffman also
verbally admitted this information). While at my patrol unit, I noticed that Huffman seemed to be extremely nervous (his hands
were shaking, he wouldn’t make eye contact with me, and his breathing was heavy and labored). I also asked Huffman if there
was anything illegal inside of the vehicle and Huffman stated “No there isn’t”. As a result of Huffman’s extreme nervousness
and prior drug history, I asked him for consent to search the vehicle, and Huffman stated “No”. I advised Huffman that I had a
narcotics detector canine and that I was going to deploy him to conduct a free air sniff of the exterior of the vehicle. I also
advised Huffman that if the canine alerted to the odor of narcotics, that I would have probable cause to search his vehicle.
After speaking with Huffman, he and Panganiban were advised to stand on the shoulder of the roadway so I could conduct the
canine sniff. I then deployed my narcotics detector canine “Raptor” to conduct a sniff of the exterior of the vehicle. During the
sniff, “Raptor” indicated to the odor of narcotics. After the sniff was complete, I advised Huffman and Panganiban that I was
going to conduct a probable cause search of their vehicle.
While searching the interior vehicle, I located a false compartment
located underneath bedroom in the rear of the vehicle. Access was gained to this compartment by removing the mattress and
plywood underneath the mattress. Upon gaining entry into the compartment, I observed several large black trash bags. Upon
opening the trash bags, I observed numerous vacuum sealed packages containing suspected marijuana (approximately 91
pounds in total weight). Upon locating the suspected marijuana, Huffman and Panganiban were taken into custody. Rich’s
Wrecker Service was contacted and later arrived on scene to tow the RV to the Lonoke County Sheriff’s Office so that the
suspected marijuana could be removed from the vehicle. Huffman and Panganiban were transported to the Lonoke County Jail
for booking where they were charged with Possession of a Controlled Substance with Purpose to Deliver and Possession of
Drug Paraphernalia.

I know that's right! Just watched another video where once the Patrole car was in pursuit, all you could hear was the dog breathing hard, on full alert because he KNEW he was getting ready to go to work. These dogs take their jobs seriously! Saw another video where the dog was BEGGING to go catch someone and the officer really had to hold him back. I would NOT want to be the body part in THAT dog's mouth!
I have a show line German shepherd , and even in play, when they accidentally get your hand it is incredibly painful..when they actually mean to do it, it is crippling, bone crushing, and flesh tearing. Those guys in the bite suits at training have incredible black and blue bruises even through those thick suits..@@joanies6778

One of the deputies here had a K9 that barked all the time, especially at cows. He apparently didn't like cows. It is a very rural area, as you can tell. 😅

When a cop pulls up next to you to check out who is driving and then drops back behind to pull you over, you know you're about to have a bad day.

Actually, it's NOT just criminals who over-explain things. ANYONE who is asked a straightforward question and then proceeds to give an unsolicited long, drawn-out, and/or detailed description is, more times than not, telling a fabricated lie!!! Most times a general question doesn't require anything more than just a simple answer, definitely not a reenactment, per se, of what happened. Also, if someone says, "HUH???" right after being asked a question is lying 99.9% of the time!!! That "HUH?" gives them a few seconds to think of an answer that they think is believable!!! And believe what I am telling you for I am a drug addict with almost 11 years clean and I have told way more than my fair share of lies and been around folks telling nothing but lies for many a years!!! Just pay attention to those two things and you'll before long you'll be able to spot a lie from a mile away.

Persistence paid off! I recognize this Trooper from another high speed chase video because of the way he talks to his dog. It's so cute... yet, "That dawg will BITE YOU!" These dogs take their jobs seriously, too.
People need to realize these Troopers and LEOs develop their 6th sense over time and they have learned to trust it. Plus, they observe body language and speech patterns that alert something is up. Kudos for when they trust and follow their gut instincts like that!
Yeah, but the fun part is making them think your guilty of something, when your not. Like having shaky hands while giving my license. Then refusing a search when there's absolutely nothing illegal in my car. I have done this twice over the last few years. They've brought out the K-9 and went thru my car. The first time they literally disassembled my car on the side of the interstate highway. Therefore if I have the time I will let them make fools of themselves. Then laugh my ass off as I put my car back together.

@@billyt9987I had the same happen once. The cop asked for any drugs in the car, and I responded, "No" (which there were none). He then asked if I'd consent to a search. I felt like exercising my rights (as i was 19) and told him that I don't consent to a search. He then followed up with asking if there were any weapons in the car. I felt like being honest and straightforward with him, so I showed him my nunchucks which were already somewhat in site. He then said that since I showed him a weapon, he now has the right to search. I went ahead and stepped away and watched him make a fool of himself spending so much time searching every part of the car, but it was clean as a whistle. I enjoyed wasting his time.
All I can notice is that no one is either slowing down nor moving over.

I don't know about this stop being false though, it yielded 91 lbs. of dope! It is constitutionally precarious however. And the other ~25 stops of innocent people were the false ones.
It's law to move over in ark....that stretch of 40 is VERY BUSY and only two lanes...coming out of North Little Rock...lots of Truck traffic...always thick...hard to move left...but you should move over or try to slow at least....it is a dangerous stretch all the way to Memphis..
Every time i drive through Arkansas everyone is camping the left lane driving like its a parade. Its morons as far as the eye can see from one side of the state to the other.
12:11 My immediate thought. The Trooper and K-9 were at the front of the RV as big trucks came flying by at high speed. I've worked the side of the interstates in Arkansas and I also have several videos of people not moving over even though my lights were on and I was visible from a mile away. Scary stuff!
Mark is such a nice trooper. He helped those people get rid of 91 pounds of drugs. If that was not nice enough, Mark is helping those people to enjoy a many years of retirement inside a gated community.

Man, I’m so impressed with this Trooper. He is so skilled in his field of law enforcement. It’s incredible how he knows so well how to lead the situation right to the drugs from a simple traffic stop. And the dog is incredible also, what a great team!

Where I live in Canada, it’s the law that you must slow down to 30 mph if you are passing an emergency vehicle on any road or highway. Safety of emergency personnel is too important to allow drivers to continue to speed by.

In Indiana it used to be a law that you had to move to the left and lane when you passed an emergency vehicle of a cop on the side of the road.
They decided that was too dangerous in high traffic areas and repealed the law. Now everyone gets over in the left hand lane on their own if they can.
Slowing down to 30mph is moronic on an interstate. Moving over a lane, but keep your speed up. Going ridiculously slow is EXTREMELY dangerous.
My bad. On a major highway we move over a lane and do not slow down. When we’re doing 110 km/h. We maintain our speed and only get in a passing lane to pass so emergency vehicles do not have issues@@Charlesbjtown
When converted from kilometres to miles per hour, it is 37.28 and there are signs posted before construction workers or emergency vehicles warning of the slowdown ahead. There’s never been an accident.@@Sam-xu3xq

@andrewk8636 praises are perfectly normal and are taught during K9 training. It's the same as giving Raptor his toy but 10x in reassurance that he did right. Verbal praises to dogs are almost the same as humans. You do an excellent job at something and get praises from everyone it feels great, doesn't it? Imagine what it's like for a dog. Dogs aren't as smart as we are so they'll accept a praise of any type whether it's manly or being talked to like a child. They can't tell the difference.

Man he is a brave officer, to turn his back on 2 grown individuals.especially if he got inside that RV . I applaud him for his hard work at ridding the drugs from the community and allow them 2 to rest easy in a gated community. But I’d wait in back up to watch the 2 suspects before I turn my back on possible criminals . Or get inside a rv like that . They could have drove off with him inside or ambushed him .
He has a dog. They have a button on their person that pops the door and the dog is trained to come find them and help

I think most of the time it's tip-off from a snitch trying to get their jail time reduced. In one video the guy was trying to make a deal before he was even driven to the jail. They just pretend it's a random stop to protect the confidential informant. Or they see 1- 2 guys in a van, out of state plates, red flag. Then when they are pulled over, it's rented or it's a family member or in this case his 'fiance' RV. Then they get sketchy about where they are going or their ID is suspect. SOOOO many red flags. For sure K9 is doing a walk around. And busted.

It's pretty easy actually. K9 cop patrols for out of state licenses on the interstate. Then he "notices" them "cross the fog line" or "fail to signal lane change" or "even just drive erratically." Sadly, it doesn't happen on camera, but he has the justification for a stop. The driver can't legally be detained longer than the expected duration of the original premise. (He can't wait for another K9, but he has his own) In order to extend the stop, he has to find probable cause for a search or reasonable suspicion to extend the stop. That's where the idle chit-chat comes in. He may not get consent for a search, but Raptor is there to do an "open air sniff search".
That's all there is to it. Most of his stops will yield nothing but very angry motorists. But the ones that hit, are released for your viewing pleasure. You only see a very small percentage of the total stops.

More drugs to add to the total busts on I-40 between North Little Rock and Memphis . Looks like 2023 is going to be a record year . Love our Arkansas State Troopers and how well they know what to look for in vehicles possibly carrying drugs . Vehicles like the RV are tough to drive in windy conditions , I know because I used to drive a step van between N.L.R. and Memphis a lot . The driver should have told the officer he wasn't used to driving a vehicle like that in such windy conditions , might have helped and might not . Great video .

I started getting nervous when the one guy started walking closer to the RV at about 25:40 saying he wanted to get his phone. Three times asking for coats plus a cellphone. He’s so nervous he can’t control himself!
I think he should have cuffed these guys, and not allowed them the use of a cell phone. They could call people for backup against the cop.
