Easy Polvoron Recipe

Polvoron is a Filipino crumbly shortbread cookie made with toasted flour, powdered milk, butter and sugar.
It is individually wrapped in a colorful cellophane or japanese paper.
In this recipe we did not wrap it since its just for our personal consumption.
