I believe Congress made such a bulletin many years ago - its called the constitution with the attachment of the bill of rights. My point with saying that isn't a jab at you but rather that the police shouldn't make bulletins to give special treatment to people they "Don't want to touch legally speaking" but that the constitution is the bulletin issued to the state/police telling them to stop that behaviour in ALL cases with ALL citizens. DURHAM, N.C. (WNCN) - Some businesses in downtown Durham are calling for action from the city after they said they have had to deal with aggressive panhandlers harassing their customers on a regular basis.
At Thursday afternoon’s Durham City Council work session, several businesses and community members voiced their concerns to councilmembers about these panhandlers and how they are causing them to lose customers and revenue.
Elizabeth Rainwater is the general manger of Bull McCabes, a restaurant in downtown Durham. She said it’s a group of about 10 panhandlers who are constantly causing problems at her business.

Even still, cops will still try to enforce it even if it was not an ordinance or was removed from the books. They arrested Jeff in one place in Florida full well knowing there was no panhandling laws on the books while claiming there were.

If the officer's intelligence was as low as you claim, he would've cited Jeff or threatened him with arrest if he didn't leave, which would be a violation of Jeff's rights. The officer knew better than that and didn't violate his rights at all. The officer didn't stand up for Jeff's rights while he knew he had zero evidence that Jeff did nothing wrong. That makes him a scumbag, but he didn't do anything illegal.

I believe Congress made such a bulletin many years ago - its called the constitution with the attachment of the bill of rights. My point with saying that isn't a jab at you but rather that the police shouldn't make bulletins to give special treatment to people they "Don't want to touch legally speaking" but that the constitution is the bulletin issued to the state/police telling them to stop that behaviour in ALL cases with ALL citizens.
I'm saddened by the fact that the society, driven by police lies and violence, is moving towards a state where rights are only for those using dash cam, lucky to be on security cams NOT breaking the law or for auditors to be considered a "special class" of citizens by the police such that only the bill of rights are afforded to the people the police deem "hard to handle" etc etc.
