Panhandling is legal everywhere in the State of Florida. Some places have laws prohibiting "aggressive panhandling," which requires more than mere panhandling. It requires that you're doing something like physically touching people, entering a roadway unlawfully, harassing or verbally abusing people, etc. If you stand on the sidewalk, ask people for money, and that's ALL you do, that's 100% lawful.

The 'act" of what most call "panhandling" was supported by the high court long ago. It is a charitable appeal for alms (money) and is not illegal---despite such statutes still being "on the books" in many states. The condition of some statute being still on the books does not make it legally enforceable as most police believe to their detriment

The cops were better than a lot you see on social media, that being said they don’t understand that asking someone for money isn’t illegal, and they indicated that fact by telling the first guy they could arrest him if he actually asked someone for money. The lack of critical thinking by people is shocking when it comes to that issue. People ask other people for money all the time, in person, over the phone, and at your door. Hell how many times have you seen the fireman in the middle of the road with their damn boots in hand 😏 then to turn around and say it’s a crime when a random individual on a sidewalk does it, really? Or, if Jeff DID engage in panhandling his true argument that panhandling is constitutional etc etc would not be enough to preempt the cops and they’d violate his rights and arrest him per city ordinance ignoring the court cases showing it is constitutional. It really is a correct framing to show how legislating against panhandling is like a modern discrimination against the homeless.

100% Correct. 40 years ago I was employed as armed private security that among other things escorted bar and restaurant managers out the door and to the bank drop. We did that because they had been previously robbed repeatedly.

I will hope someone with money and time will take that ordinance to court. The problem is, most likely the local judiciary will say it’s ok, so money would be needed for an appeal.
The Supreme Court already made a judgment on the matter with the Willis case. It's a charitable appeal for funds.

There is another recent video of a female that went to a public building and didn't even make it inside before a security guy literally FLIPPED out on her. Often this is just the LEO misunderstanding part of the ordinance (if it's not a bad ordinance). I've seen many cases where "aggressive panhandling" like walking up to cars in traffic is made a crime, which I can understand, but the cops only remember half of it. Just like the other half of "I have a suspicion..."
