After it's conception, it will contain the user stories, which can be created by BA (business analyst) or PO (product owner). These user stories are being added to the product backlog, which will make into a sprint backlog when PO priorities them. But these BRDs are not specific to waterfall, they can be used (and they are) in any development process, either waterfall, agile or safe. The BA works in partnership with PO and BUs (or stakeholders) to close that gap between business and development and ensures that the feature/business requiremets are understood by the scrum team.

I feel that the BA is the closest to understanding the business specifications, and how the solution would trace back to the requirements, and therefore the BA is in the best position to plan and execute the User Acceptance Testing as the initial user testing (after QA testing). What are your thoughts?
The BA could but if he did not get the requirements perfectly right at the beginning, he will confirm the design respect his wrong understanding. Then why do the UAT?

Well actually, what you are really talking about is specifically Scrum, not "Agile" as a whole, Scrum is just one of Agile methodologies. So the accurate title of this video should be "What Is The Role Of A Business Analyst In Waterfall vs Scrum?". In Kanban for instance, you don't have things like PO, a "master" of any kind and there are no "sprints" as such. Another thing is, both Agile methodologies as well as Waterfall have their pros and cons, there are projects where Waterfall will be better suited than Agile. And if "Agile" is done wrong, it can be actually worse than Waterfall. And when you are talking about Scrum specifically, user stories are created by PO (sometimes also by dev team), in Scrum there are only PO, SM and dev team, BA does different things in this case. While Agile is flexible, Scrum has some rules that need to be followed for it to actually be Scrum and roles are defined in this methodology.
