I just need to replace the hose that goes from the pressure relief valve to the drain in the wall should I turn off my pressure relief valve or not worry about it?
Just had mine replaced the whole heater being it leaked from the valve was under warranty yet, I hear it's best not to release the valve at all ever or it will start leaking, it's suppose to open on its own from what I hear if tank gets too much pressure in it so I will never open mine again to avoid leaks.
can you test the pressure relief valve without shutting anything off? My pipes go through the wall and out the side of the house like yours. If I lift the pressure relief valve it would take a little bit to get to the outside spout I would think correct. If nothing comes out that means the valve needs replacing??? Mine is electric though.

That is not accurate. The state in which I currently reside does allow this specific set up and is the set up used in evey apartment condo and home. The issue may be that the state in which you reside has differing code requirements which I am aware of such as New York, California etc. Thank you for your feedback.

How tight should I make the various nuts.

Code violation! You can't use a flex line on a T&P valve. Maybe it's different there. Cheers.
Um discharge pipe is illegal. Flex not allowed. Nor PVC
