I was actually able to change the relief valve by letting the pressure off, then opening the fill valve, turning on the water just a bit so that the water came back out of the valve, take it off (with a small bit of water comming out, and screwing on a new one. no need to drain down the system. you could do the same with the expansion tank, but unless the air scoop is near by, this tank is in the downward position!
You may be a good technicians, Steve, but as a teacher you did not explain how did you recognize that the expansion tank was broken, that you had to replace the relay board, how did you empty the lines, how you refill the lines back, how did you set the water pressure, etc. You need to edit this video with more explanations so we can understand...
The reason he can tell the expansion tank is bad is due to the leaking relief valve. When the system is cold, the water is at 15PSI and that is where the pressure should stay. The reason it stays at 15PSI even when hot is because of the expansion tank. If the tank is bad, the water had no where to expand as it is heated. That is why most PRV leaks are caused by a bad expansion tank. You don't have to set the water pressure, it is usually fixed by the pressure reducing make up valve at 12-15 PSI.
That's not exactly a T&P but just a pressure relief. But I know what you meant. A bad expansion tank will make the pressure relief valve do exactly what it's supposed to do. If an expansion tank goes bad and fills with water then there is no longer any room in the system for water to expand and it is forced out through the pressure relief. It may or may not leak again when the expansion is replaced but it's wise to replace it if it has been popping.
Those expansion tanks sure go bad a lot, leading to leaking relief valves. Same had just happened to our boiler a few months back that had to be replaced (both the tank and valve).
why not assume the pressure reducing valve go bad? i tested everything last year and found it to be the issue. This year turning on the boiler, i have the same issue - blowoff popping off, pressure OK, and hasnt got up to temperature yet.

I have the same problem couple days later but they only change expansion tank and didn't change pressure relief valve. Is that mean pressure relief valve is bad? How did your got fix?

So how much air do you put in the tank? I didn't see you check it but assume you did.
You don't need to put air in the tank. It comes pre-set at 12psi from the factory.

We change pressure relief valve and tank both still water not stop to relieve valve? I paid 800 dollars two different heating cooling company,
