Even in small industries, safe albeit, not to code. adaptations to installations and equipment are made all the time. This is where it's just not practical to reconstruct everything the 'correct' way. It's sometimes a fine line. What's important is that it be safe and robust enough for the application. Code tends to cover and mandate that something be safe, not knowing the intended end use. Thus, it's often more than what's needed for many applications. I feel, if you understand the engineering, then you understand what is safe and what isn't.
Please take this as constructive. Romex connectors are made for NM cable, not cord. The box used is for permanent outdoor installation, not for an extension cord. The receptacle is made for permanent installation not extension cords.
Cord cap receptacles are made for connecting to cords, without a box, and made for exit on cords. On top of that, they probably cost the same or less than the incorrect parts used.

No offense taken Kevin. The intent wasn't to be correct in the items I used and their intended purpose. The point was to use what I had on hand to get the job done and this is what I came up with. It suits my needs and does the job. I didn't have to buy anything to get it done. It functions just as I intended it to.
Bought an adapter from Amazon $27. "S7 plug adapter", 3 prong 220v clothes dryer outlet to welder outlet.
