The delay at that intersection, without seeing your vehicle in person, suggests that your lighting is primarily front and rear and all but invisible from the sides. I am hearing impaired so all the sirens in the world are no good to me but sight is. Take a look at your vehicle from the side with a side facing into the sun to see if your vehicle is all but invisible or not.
If your station or chief is fine with it, install a train horn or something much louder than the airhorn. It will make clearing intersections and wake up those sleepy drivers on the road that wont yield or abide.

He is ok with it just not sure I have the room for it in this vehicle. I figure when I change vehicles I may add a real air horn to it.
