I believe they retconned it for the film
A photograph would need context in the court of law. Without such context it won't be easy to sentence someone. He is a cop...cops stand over bodies of the dead to investigate or even to help if they can. So a photo would be shitty evidence , easily refuted

I absolutely love the series, which is why the movie was so bitterly disappointing. It's like it takes place in an alternate universe. It either retcons or ignores almost everything from the original series, including the ending. It's also ridiculous and cartoonish, which is a shame because the trailer make it look decent....however; it is pretty abysmal. The movie definitely isn't canon to the series.
