I was so underwhelmed by the crit doing half to cali shadow
This is such a cool concept though
Caly Shadow isn't as frail as you think, it has like 100 sp def
It's also max hp Lugia for survivability, so with no boosts that's what ya get. Not bad when you think about it that way.
more bulk is better for lugia especially with multiscale

In Gen 8 I used a similar type of strat to reach Master Ball tier - my set up was Weakness Policy Lugia and I would fling a Scope lens on to it to activate the WP and give 100% crits with aeroblast
I think it be better with koraidon
Yeah I should try a Lugia + Koraidon team
Koraidon only gets Shadow Claw as a move with boosted Crit rate; so not STAB and 30 less base power. I think Lugia is fine.

You tera’d the Lugia too early. Roaring Moon was faster than Lugia or dragon cheer the first turn to properly set Lugia up but that crit was terrible. The play first turn must be completed. I guess more aggressive and commit to the bit early instead of trying to ease into it
Lugia is not holding a Crit boosting item so you need the +2 Crit chance from being a Dragon type to get to the guaranteed critical. You have to Tera Lugia to get that.
