Not sure about that scenario. Bitlocker is used to encrypt hard drives and partitions.

There is a URL provided in the bit locker screen from which you are not able to proceed.
In a browser on any other device , login with your Microsoft account that you use to login for your laptop.
You will be displayed with the code to enter and to continue the process shown in this video.

It's been a while so I'm not exactly sure but it probably needs the keys to just boot correctly. Deleting them would make more work for you. Best to not delete them.
