Building a Custom Deck Skirt / Enclosure on the cheap

I'm two years late to the party but this was AWESOME!!! I wanted to try this under my deck but with larger wooden slats. I never did like the look of lattice squares. I wanted a more custom look. Your video gave me the courage to go for it.

I do have a question, we have a ton of rain in the south. I was planning on sealing/priming/painting the wood. Should I also leave a gap at the bottom of the skirting to account for rain sitting on the ground?
