My family had a slum lord once, the heat didn't always worked which was pretty bad when winter rolled around. One time he brought 3 space heaters rather then get the stuff in the basement fixed and those space heaters tripped the power in the house. Long story short he filled for bankruptcy and we didn't get our deposit back. But on the bright side the people who bought the house let us continue to rent there and are by far the most amazing land lords of all time.

3 years ago on a cold -35°F New Year's Day our complex of 5 buildings and 120 Apts had the fire extinguisher sprinklers malfunction and dump 6" of water in every room...
I think they finally finished replacing everything the water damaged last fall
The new owners of the house are responsible for paying you your security deposit. You need to look up and start reading your local housing law.
@DavidDavidson69 At this point they have more then made up what that deposit would have been. They last year one of the ceilings of a room in the house had mold and had to be taken out and replaced. Also they replaced the back steps of the house and replaced several windows with far better ones. They are truly amazing people.
@SenorCowDude Listen dude sometimes it's better just to count your blessing than poke a sleeping bear. they have a positive relationship with their landlord and pushing further can ruin that. Housing is often worth more than a security deposit.

I had a shitty landlord. He didn't want to make any repairs & when he did want to do it. He might as well have used Scotch tape & Elmer's school glue. One day I saw the fountain wall slowly caving in & I said screw & left & I never saw or heard from his ass again.
On top of that it was a duplex & the idiot of a neighbor thought the world revolved around her & would park in my spot constantly. Along with yelling so loud that you can hear her two towns over. I was glad to get out of that shit hole.
