Testing whether the pump works or doesn't work is really not the huge mystery. The tough part is a long journey that may include looking up the CEL codes, finding the pump, finding the damn fasteners, finding the damn tools, pulling the electrical connector off without scraping three knuckles, getting rubber tubes off without breaking cheap plastic-crap-Chinesium or flimsy rubber-crap tubing that won't come off... and ultimately, finding out that the pump is just fine, thank you, so you're no closer to solving the problem.

I can't hear my pump after starting the Beetle, I'm also getting a related code P0411 , I took the connector off the pump and ran my multimeter across the terminals on the pump and got OL, my understanding it shoud read close to 0 Ohms. I made sure I was touching each terminal good. Just based on this test and the fact I cant hear it and also removed the pipe off the air box and put my hand over the end of the pipe and had no suction would you say it's gone?

Not everyone has the tools either... this is a way for literally anyone to test it. You could even use spare wire around the house or something instead of the clips he’s using. It’s an affordable way to do it man. Good for a lot of people.
