Steve is my most wanted character. If he were to actually get in as a character, i would be over the moon! It would be so awesome to see what moveset he could have. I would love to hear how the calming music in Minecraft is remixed! Will it continue to be really relaxing or will it have a more upbeat tone to it?

Cuphead is not a Microsoft IP though, it was just an exclusive for awhile due to them helping the developers. Just wanted to bring that when you mentioned him in regards to Steve.

The Smash gods themselves have spoken, brother. They really did.
I don't think Steve would make a fun moveset. All he has in his toolkit is a Sword, Axe, Pickaxe, Shovel, Hoe, Bow, Crossbow, a unique building mechanic, flint and steel, potions including throwable ones, tnt, snowballs, a trident, and other items! How can you make a moveset out of just that?

There's a huge hole in your theory.
Microsoft does not own the Cuphead IP, only the publishing rights for the game itself (similar to Nintendo with Bayonetta 2, Sega still owns the IP in general).
Nintendo never needed to go back to Microsoft after they got Banjo to get Cuphead, so Microsoft has still received 0 Mii costumes so it could be argued that the Banjo IP was the only one Nintendo ever had any interest in bringing to Smash as it would explain why Microsoft is the only company with no Mii costumes in Fighters Pass 1

It's very much possible they're holding off all the Microsoft content for Fighter Pass 2 now
So Steve might be the first customizable character when it comes to skins that might actually have the name of the character.
But it does mean that the announcer might have to say multiple names like Master Chief are Alex or what ever Minecraft skin that represents a character.

I have never played Minecraft myself, but I am aware of its popularity and it's worthy of some Smash inclusion, but I myself am more of the opinion where Minecraft could have a stage, spirits, and Steve be a Mii costume, but I just can't see him as a fighter

It doesn't really matter in the long run. People like those are natural to see in the Smash Bros Community. "Ohh Sora wanters are toxic." "Oh Geno wanters are even more toxic" "These characters BTFO" Then again people who want certain characters aren't all going to have the same certain personality. Banjo V Steve was just 2 video game characters that were victims of a 'Character War'. Both were just really wanted characters and they knew only one would be able to make the cut. Not all the people on the side of Steve were bad people. Not all the people on the side of Banjo were good people either. Besides, everyone's allowed an opinion. The 'Steves' were just part of the smash community and there's people like them occasionally. Every fanbase for a character to be in Smash has them. No character fanbase is perfect.

Cuphead isn't owned by Microsoft so that costume bit doesn't exactly make sense given that.
Also there's a loooooooot of best selling games ignored in smash if not represented in spirit form. The previous best selling game ever Tetris was ignored for multiple decades until smash 4 gave some music and ultimate with some spirits. And for a series with some easy playable fighters, GTA and assassin's creed
Heres the thing about minecraft,not only did minecraft influence botw but nintendo has collabarations in minecraft
Tetris dosent have any characters and gta 5 has influenced the gaming market less than minecraft
Yea bud you can’t make a playable character out of some rainbow blocks that stack on each other as well as GTA has little to no games on Nintendo consoles as well as its probably a bit to violent. Assassin’s Creed got a Mii costume so I doubt there will be a playable fighter from there
