1) Why you have 200 match box size buses instead have some descent size of buses with minimum low frequency of 15 to 20 mins gap.
2) should not be allowed for every individual to start their services as it's very much based on public safety and ticket prices.
3) Is it the problem with the frequency of buses or driver or the low width road and traffic.... These things needs to be addressed first.
Requirement of traffic lights and AI based infrastructures.
4) Dedicated team to coordinate time and management of buses.
5) stringent law and punishment with hefty fine ( back charges) should be made.
6) Driver + Conductor : should have some age barriers and limitations. From the past experience, none below the age of 35 or 40 must not be allowed.... Also should be fair enough with the conduct / behavior.
7) Should have to study the commutator and the public requirement .
8) Since it's the govt deciding the ticket fare then there should be minimum number of buses per one private party - contracts must hold.
That is if frequency is 15 mins then the private contractor Or owner must have minimum 4 buses and should be given passes for an hour.... Which must be rotational among the private contractors or party on daily basis.
9) Dedicated buses should be provided for school goers Or students
These buses must have speed limits and concession and drivers and employees must be provided with benefits.
10) every private contractor must have a probation period .
Keep things under control but not to be controlled by some random private party .

No need, what you have study by going TN and Karnataka, they use government buses in all local area and city area...
