It's a neat detail that it's constantly pouring down in the outside areas of the map. In the Inferno, constant freezing rain and hail was part of the punishment in the circle of Gluttony.
I honestly prefer the older version. I love the sheer city-sized onslaught the old one gave forward. (Also the challenge still mentions a secret encounter and I swear I cannot find it)
the checkpoint healing was already a thing from the gluttony checkpoints, they just use those. it was fixed in the recent patch which is why you are only noticing it now.
