How lucky those people are. Looking at that fire it is amazing there are not a lot of deaths and lots of serious burns. Good for the owner and captain of the other ship for helping. It will be the difference between a house worth $50 mil and houses worth $90 mil or $110-120 mil. Although, it is possible for a $120 mil luxury yacht to be shorter than a $90 mil luxury superyacht and yet still have more gross tonnage.
Hopefully you aren't a scientist of fact checker. News reports have all stated 110 people. But I suppose you know more than those who were there. For example, you _think_ it's 70 meters (229 feet) which easily could fit 110 people, but in *_reality_* it is (was) 20 meters (65 1/2 feet) and had two decks. Gettin' grounded between Greek islands because some obscure GPS jamming might have happened or "is said to be recurrently happening" .....? Well, seriously? What happened here is neither Capt'n nor helmsman did their job properly. Not even remotely. Regular cross-bearings and proper chartwork as it is done in confined waters with shallows and probably troublesome under water barres is how things like that are securely avoided. Running aground as heavily to even open the hull enough to afterwards engage _three_ serious pumps steadily is not Russia's or anybody else's fault than Captain's, Helmsman's and Navigator's. Geeez why even _thinking_ about blaming some obscure world politics for a 100% own failure?
At the very end of your section on the burning boat, we can see it has 2 masts, so more likely a sailing yacht. 110 passengers is a LOT for such a boat. I've asked before: in such case, say your boat is rated for 12 passengers and 12 crews, would the captain know what the REAL limit is to keep boat stable and afloat in such a rescue? What sort of training would they get if they can only take says 20, and there are 50 in the water. Do you get mean and prevent the 21st from climbing on board? Not an easy decision. or is this a game of taking them all and having crew ensure they are properly distributed on boat to keep it straight/balanced and tell people not to move until they can get other boats to offload the excess passengers?
It was a passenger yacht not a private yacht. Different rules. I'd wager they'd bring all on board unless it risked overloading the weight the boat would be safe with temporarily. If too many, they'd use tenders and life boats.
A *_passenger yacht_* like this one is for day charters. It had two decks, so people could sit on the top deck or main deck. There won't be sleeping quarters for the guests and possibly none for the crew as well. (It would basically be a sea bus.) As for your question regarding charter yachts, they can have up to 12 guests (some exceptions are out there, but there are different requirements). These yachts _can_ have 'extra' guests _if_ they stay within a certain distance of shore (1-12 miles, for example, just an example) and the 'extra' guests are _only_ for daytime traveling. They can also have an additional number of guests _if_ the yacht is docked in a marina.
