Hey mate, great little video, I have 2 suggestions that may help? Your cable is too tight and may be holding the throttle open slightly still - unhook the throttle linkage and go down one hole. That’ll give you the extra length and release the tension so you can hit the idle stop. If that doesn’t work, it’s because the engine is getting too much air past the butterfly likely because it’s incorrectly set. Take it off and reset it. Lastl ditch option - stick the diaphragm from the new carb in the old carb 😂 Either way, good call saving it for a mate! Looks to be in good condition.
Hi Ken. At 3:17, I noticed what hole the throttle cable was in on the carb. Did you try it in another hole (anti clockwise) as maybe the throttles being held open a little by the cable? I've had the same happen.
Yes. I have done that on the past. Seeing this is for a friend and I’ve put more than enough time and effort into it. I didn’t want to take any more time working on it.

I only work on my own equipment or very close friends. I always rebuild the carbs, my time is free! I remember Hank having issues with hipa carbs

No it was loose. Turns out no clutch on this model
I have a hard time getting the right kits for them 😢
All I need is the diaphragm part number???
Usually the number on the carb will tell it all. For example ZAMA C1U-H39 was the carb on this unit which calls out an RB-29 rebuild kit
