The imperium has been regressing ever since the emperor was consigned to the golden throne and a religion raised up in his name. Technology has been stagnating for ten millennia. Archaic certainly applies to more than an apothecary's humours, heh.
Yeah a lot of space marines use a lot of old english and Latin phrases. I guess it makes sense because the culture is so backwards. But for further contex, you're kind of missing like 4/5ths of the story and there is much more than just the command squad in the city. Also space marines flat out will die and they will die painfully. They go into becoming one knowing they will fight until something kills them. That might be tomorrow or 1,000 years from now but they all will die in combat. Part of why Grimaldus is so mad all the time is he wants a glorious death not dying guarding some ultimately unimportant city. Early on in the book he recounts a tale of another chapter, the Wolf Spiders, that was destroyed to the man and the sight of a lowly recruit holding the chapter banner high, fighting to the end. That's the death he wants, one that will inspire and he feels that was denied to him.

Kinda funny. 😁 Nero is an apothecary, Black Templars are crusading knights, everything is built in gothic and language of the upper echelon is Latin (high gothic). They have honor codes, deeds, duels and oaths. Dying to wounds stricken on your back being shameful. The ceremony where Grimaldus was elevated to the position of Reclusiarch by making an oath and getting slapped is an old knighting custom.
