Xiong’An main city district haven’t been built yet, the intro from this video is county level resettlement buildings. Main Xiong’An district is a KM below what is shown, there is a park(flood control area) separating the two

11:00 This section of the video is named as conclusion, but clearly it is NOT what Xiongan is going to be by showing the lifestyle of what the original villagers are doing. This section is not a conclusion, but rather just a reflection of the past.
I've seen how Shenzhen grew from a village to a modern city. Still remember the days when Luohu was the center of everything, and the government was building up Futian as the future Government hub.
Ten years later when the government branches moved over, and the commercial areas developed with all the big company headquarters, the whole city changed with the totally different mix of population in the city.
Traces of villager lifes probably still exist in older areas in Luohu, or in pockets of small communities. But only people of my age will still talk about SZ was a small villlage town next to Hong Kong, and how it became a modern city of 12 million people.

The buildings at the start of the video are really un-inspiring, and not fit for current young generations, or "elites" who the city wants to attract. However starting from 5:00 the buildings look much nicer, so probably you're showing different districts which are for different planned purposes?
