I have four 13.5 motors 3 of them test around 24,000 rpm’s just bought a new one and it’s only testing 20,000 rpm’s the other 3 test7.9 volts and 2.6 amps but new one test 8.1 volt and 0.9 amp the new motor is lacking 4,000 rpm’s is this motor defective. Thanks
