I'd just stick to grass on the side piece. mainly because there isn't a ton of room between your house and your neighbor's house. moving shrubs up could make it feel cramped in and too tight. a single shrub in front of the fence might be okay, but I wouldn't do too much more. adding pavers would be okay, but just comes to down to cost and whether that's worth it to you.

changing the side piece sounds like alot of work. To install and maintain. I'd just stick w/ grass...
