The song is in 155 BPM; so throughout the entire song, the double bass is counted as 16th notes. During the parts like 0:31 the quadruplets are just 4 strokes (per quarter note, to answer your question) of 32nd notes on the bass drum, since it would be like playing the double bass at twice the speed.. Or at least that's how I'd measure it.
@Jasaxos Thank you. :) Just lots of consistent double bass practice. Over time, the muscle just built up. I recommend playing the song fully through, as much as you can/want (even if you know you're unable to). As long as you push yourself, without hurting yourself, you'll build muscle and get to where you want to be.
