This trophy is making me crazy, but it seems too simple in your city. I did everything like you in my 130k city. I never built any university, so almost 40k people are eligible. I paused the game, created a big campus with a capacity of 20k students, and dezoned all industries and commercials like you did. However, I never reached more than 6000 students and the eligible people dropped from 40k to 1600 in a couple of ingame weeks. I don't know what I did wrong :(
Does your city have every policy related to education enabled? Making the college free makes a huge difference, as well as priority for Education over work. My idea what could have been wrong in your city, you took too long with it. The game has a weird habit of counting adults and seniors who graduated highschool as eligible for college, even though they will never attend college (as far as I know). Getting 130k population takes time, and most of your young adults have probably aged enough for this to be the cause. Can you try with an earlier save, and see how it goes?
I just got the trophy, but I had to create a new grid city and let it grow to more than 170k people! So I had 45k eligible people for the university when I paused the game, dezoned everything apart from residentials, and put enough dorms and study hall for 20k students. The trophy popped like 10 seconds after unpausing the game. Besides, the hardon collider helped me too. I tried with the same 170k population but without the hardon collider and my students never went over 6000 (while I had 45000 eligible people!), even after minutes of waiting. But after building the hardon collider, it took seconds for the student number to surpass 15000. Thank you for your help! Your video showed me the way to get this troublesome trophy!
Wow, Idk why I didn't think to get rid of zoning like that. I will try this tomorrow. This is the last trophy I need for the full 120 trophies. I'll also even turn off buildings from the industries DLC.
I tried a few times without dezoning and it didn't work, then I read a comment somewhere that dezoning might help, tried it and got enough eligible. Good luck and let me know if it popped.
