    The Act amends Articles 15 and 16 of the Constitution, by adding a clause which allows states to make "special provision for the advancement of any economically weaker sections of citizens".

    These "special provisions" would relate to "their admission to educational institutions, including private educational institutes. whether aided or unaided by the state, other than the minority educational institutions".
    It also makes it clear that reservation would be "in addition to the existing reservations and subject to a maximum of 10 per cent of the total seats in each category".

    Questions remain untouched...1. Why is a caste system in India. If we eliminate the titles all problems will be collapsed.
    Reservation came into existence just because this social and economic difference created by so called MANU SMRITI by a brahman.

      No sir, just removing the titles which by the way Art 18 did under part 3, won't solve this age old issue.. Wrongs and injustice of millennials can't be corrected in 70 years of time, that too when the atrocities still continue in 2019. Having said that, One thing I would recommend, government should help SCs and St's establishing their own institutions like minorities do, a chunk of GDP must go to education sector.. As this is the only way out, if there would be skills, then private organisation will also hire and stigma of reserve categories will go away.

    I was on my way to Kochi some couple of years ago and met a young boy. He was recently graduated and a cheerful person. We started chatting and at one point I asked him about his future endeavours.
    With a smile on his face he said - "I am not planning to get a government job for sure". I asked him the reason behind the same. He said - "I am from GEN category sir".
    He said that he had always been a topper in his academics even though his family's financial conditions were very poor.
    He simply hated the idea that for getting a government job, if he is scoring 90/100 & somebody with special grants getting 70/100, both are being selected.
    He was well aware about all the articles and the amendments that followed and shared the details with me. I was very impressed by his knowledge. He also added that even if he gets a government job and see some special grants people getting promotion and the "quota" system still eating away the good out of the man, he might break apart.
    After this long conversation, we exchanged our numbers and stayed connected.
    That boy is doing pretty good now. Working with an reputed company in Netherlands, living the dream.
    So the moral of the story is the skillful youth is finding settling abroad more relevant than providing service to the country. All because of vote bank politics, hypocrisy and those who stay silent knowing that this reservation system is nothing but a plague to Indian society.
    Reservations in education and employment = Modern way of discrimination. The Vedic era is repeating itself. And the GEN people are at the receiving end.

    Make a correction guys in your laxmikant guys.
    The annual income ceiling for ''creamy layer" is mentioned rupees 6 lakh in 2013. It's NOT been edited in the 5th edition of M. Laxmikant. In 2017 only the ceiling rose to 8 lakh per financial year. Page 7.6, 5TH EDITION, Title CREAMY LAYER.

    Many women and men in india tried to make hindu caste or tribe as a full time occupation just to get reservations and recognition from govt of india. Ultimately, the whole reservations ordeal became crazy and out of hand with madness of politicians trying to create more reservations just to get political mileage.

      I’m pretty sure there is a creamy layer for SC and ST. Where it say’s if the household income of the person is more than 1,50,000 (1.5L)he is exempted form fees reimbursement for higher education. And If the income exceeded more than 8,00,000 (8 L)there is no scholarships for Education abroad.

      St or sc ke liye creamy layer concept aata bhi hai toh jo data aye hai usme kisi bhi st sc ki incomes 8lakh pa nhi hai .0.05%ki ho skti hai may be so creamy layer concept ko matlb nhi..

    Why can't the government employ targeted upliftment of socially backward people by better and efficient delivery of governance!!
    The current system allows a blanket permission for everyone with just the tag to avail the benefits. This results in a huge difference among the different classes within the socially backward classes and rendering only few of them predominantly in the urban areas, or not so socially backward to claim for reservation. One of my friends used to claim for scholarship amount of around 20000 per year during my college days but he was good enough to buy an iPhone (twice), costly play stations, and had a beautifully designed house which I would have never imagined. In another case, a lot of my college students (non general category) used to get jobs with annual CTC of 10+ LPA way more than many of the unreserved category students.
    I can bet that they would have never went through any sort of discrimination. (If you ask them, they'll obviously lie lol 🙄).
    So what sort of relevance does the socially backwardness have in today's world where class difference is on high rise?
    For the actual inclusive growth of India, there must be a revamp in the current reservation quota which is not only harming the highly deserving unreserved category people but also the actually backward people among the so called socially backward people!!
    Also, just a fact :- why don't we have any reservation in cricket, movies etc? It's because they are business. Apart from promoting sports in the country, they are money making means too where there can't be any compromise on the quality and the efficiency.
    Even the Indian Armed Forces doesn't have any reservation as the purpose of the job is just pure patriotism and serving the country in the best possible manner.
    If not everyone, at least we, the unreserved category people should make it a point to force the policy makers to consider the above mentioned issues and bring the necessary changes for the better, faster and inclusive growth of our country.
    Another fact :- Ambedkar and the other constituent assembly members had given a periodic review of the quota system after every 10 years.
    If a person like Ambedkar who in his life only had to undergo highest order of discrimination had kept a 10 year review, this explains the gravity of the situation!!
    Giving too much power on either of the sides is just very harmful.
    PS :- this doesn't mean I am preferring a complete ban on caste based reservation as even today we get to see discrimination in North Indian states (South Indian states have performed exceptionally well in eradicating discrimination, isn't reservation a kind of punishment to them for doing something good!?) and rural areas.
    The point is, a blanket permission for all is not correct and this also results in snatching of the opportunities by those who never have faced any discrimination from the actually backward people who needs social upliftment (ex :- people involved in the unimaginable act of manual scavenging, tribal people, rural citizens, etc and not urban people).
