It's the whole beat interpretation of metronomes. According to that hypothesis before the 19th century pieces were played half as slowly. The tempo was later slowly getting faster in the second half of the 19th century to make more and more virtuosic pieces. There seems to be some evidence for both whole beat (what I described) and single beat (basically the same tempo as today was used historically).
