He killed him by pushing him to the street and let a car ran over him (maybe that's why a speedometer and signs kept on appearing). He believes his brother is alive and kept going back at the shrine. (The word 'passe' that appeared may refer to outdated or out of touch, that made me think that he never got over his death). Only then he discovers that he finds pleasure in reliving his trauma than being guilty. Hence the title: "I want to see something scary"

And there's that scene where the black-haired boy was like dragging something to a place,well,I'm not really sure if it's true but...I think he killed his twin(?), because you can see the white-haired boy smiling and then a pair of hands that belongs to the black-haired boy forms an "x" sign.Meaning he is "erasing" or going/wanting to erase him from something or from his life.You can also see those warning signs in the background or after.It could be that he dragged the body to a forbidden place so that it wouldn't be found.And somehow the black-haired boy got into a coma which explains why the town he was walking in was empty,towns are mostly filled with people.It could be just a fantasy of his,in the dream he is having from the coma.And when he stopped in his tracks,he saw the white-haired boy,who then,got angry.It could be because the black-haired boy hated the white-haired boy,that's why the he killed him,you can see it in the scene when he pushed him away.And when the white-haired boy got angry,it meant he had enough,or he was angry at the fact his own brother murdered him.
