In fact, I'll list all the best F2P Chao right here, not counting either the Robux or premium wheel Chao: BEST FOR XP: Silver Chao (1.7M XP) BEST FOR RINGS: Tails Chao (182K Rings) BEST FOR DAMAGE: Knuckles Chao* (8.7M Damage) *This one is notable for being the best in his class even factoring in the premium Chao, unlike the other two.
for magnet, an alternative to the silver chao is the purple her chao you get from the glitch hunt in cyber station, with +10 unfused, same situation as the silver chao where fusing doesnt increase the magnet

Trades are your best bet, remember you will need 5 copies of unfused ti get the maxed fused stats or you can always trade for a fused one, if your low on red star rings best reccomendations is if your on pc make an alt account trade over your good stuff from main to the alt and play through every quest again. Took me an hour and a half came out with 18k rsr.

I think that the Jet Chao gives the same amount of experience as the Metal Sonic 3.0 Omochao. But I'm not 100% sure about it.

Yes the magnet dosent increase at all when fused
