A big difference between many German and Kiwi bars is that in NZ almost every bar has a bouncer who ID's people at the entrance whereas in Germany typically only nightclubs have bouncers. So in regular bars the waiters/barkeepers will ID people who look questionably young and because you're allowed to drink beer at 16, you quickly reach the point where you don't get ID'd in German bars any more when ordering beer.
In Austria: "No thanks, I quit smoking." "Oh, congratulations! Very virtuous! I was actually trying to quit too before and blabla-" "No thanks, I stopped drinking" "Why?"
For some reason people in austria and germany will go out of their way to harass you when they realise you don't want to make alcohol a big part of your identity. imagine the same with smoking or any of the illegal drugs.

Often I would be the only one in the group to order a "wein schorle" and if you are the only one who drinks alcohol you will gratualy start to drink less.

When I was on vacation in America, the security guards checked everyone's ID at the entrance so that no one under 21 could get in, and when I got a few beers at the bar, the ID was checked again. And when I said that I had already been checked at the entrance, they looked at me like "whats your problem asshole" 😂
From what I've read, the penalties for serving drinks in the states are a lot harsher ( with decoys being send in to see if you're checking IDs). I wouldn't risk my business just because someone was to lazy check.

Our large car culture has caused many accidents and deaths due to drinking and driving over the years, and people are hurt because of it.

Went into one with a bunch if internationals (16/17) just to meet up with some friends who were 18 (they were already there with no issues) and because the bar looked nice. Dont know exactly how austria is, but i imagine the same as germany. So let me tell you one example to show you how less of a fuck they give towards alcohol. When i was 15 i could easily buy beer and no one cared, with 18 i barely went out with my ID because they would hand out vodka and liquor anyways. But i still got bus tickets for the price for under 12 yrs old. And one of the rare times i got asked for an ID was when i wanted to buy an energy at the supermarket. Note: i was 21 at that time, energy is 14+ in germany. I had a full grown beard and i think so many wrinkles on my forehead that you could think im 40+. Sidenote: I started to grow a beard around 14

As one of them had their passport (no other document was accepted as we were foreigners) in the bag pack of a third person everyone in the group ended up needing to show their passport for those two bottles of beer...
