Are you taking the EPA setting? I never thought about that having an effect on power delivery from an esc
I just assumed it was only for servos?

Maybe the sanwas and alike you can actually change the power delivery this way? Makes sense rely

Yes, EPA settings should be at 100% for throttle and braking before calibrating the ESC.
