The sequence is typically you tighten the nuts from inside-->out in a cross pattern. Should be only about 8-10ft/lbs. Really you should just hang tighten, don't crank them.

Do you still recall the rpm idle in park or neutral position at normal temperature? Mine is at 780 rpm and it seems too high

What was the torque spec for valve cover bolts?
Just tighten them down with a 1/4 inch ratchet, it should be fine
