I remember when I told her I was from Wisconsin she said "You're not going to be without a job long. When employers down here find out you're from the Midwest, they snatch them up." She was right. I had a job pretty quickly after. Now we've bought a second home in Wisconsin and plan to retire there. For family, friends and the people in general.
Hey! We’ve had friends move to other areas of the south and employers had the same view of Midwesterner’s there too. Our friends were also surprised at the lack of the willingness to put in a good days work down there. The midwestern work ethic is one thing that makes Wisconsinites unique!

Ya people may move out but come summer half of IL and MN come here for vacation and my friend from NH says their property tax bill sucks too but they don't have sales or state income tax( fast food still taxes) so they get their revenue from school taxes.
You might add another reason people move is the babyboomers are much older now and other states don't have state income tax plus warmer weather . People on fixed income although may have a nice nest egg, they still have to watch their money and less taxes mean more money they have to spend.
Regarding winters in Wisconsin... Some say winter in Wisconsin is brutal. Winters in Wisconsin used to be brutal. Global warming has changed that. 50 years ago it was more or less routine to get a 10 day-two week stretch of very cold weather in January. -15 or -20 was often the case. Often, a snow storm of 8"-10" or more would come before the severe cold. This could repeat in February. It is still possible to get this kind of weather. But winters have been quite a bit more mild for many years now. Remember, Wisconsin IS a northern state. Wisconsin can also be very warm, but hasn't been so for a number of years. Flooding happens in some places at times. The greatest weather threat, in my opinion, are tornadoes. Those are usually most possible during transitional times of the year. Even then, Wisconsin isn't like Oklahoma.
I would say the greatest threat, is the absolutely abhorrent disgusting attitudes of their residents. Spoiled entitled man and woman babies. Oh, and yeah, enough about global warming.
