If you need to do it with Cycles it is not possible to assign it to a single object, since it is an effect that manipulates all the existing lights in the composition node and does it after the render, in Eevee it is possible to do it, since the effect is not It applies to the general composition, if not it is applied per object before the render. I wish in a future version they would give us the possibility of doing this in Cycles, it would take the lighting to another level.
To get bloom on individual objects, you need to add a new material, and turn on Bloom in the Render Properties/Compoisitor. After that, you need to go back into the Shader Editor, and adjust the Emission, and Emission Strength.
I'm getting weird glowing orb artifacts when I have Eevee and Bloom switched on. The lamps are not visible in viewport and I have no point lamps in scene. What could be causing it?
Well, I'm not sure exactly. Its not really a game. Its just some first person control features that act sort of like a video game. If you want to make an actual game, Its probably best to use a real game engine.
let me conclude it for you: go to render, switch to eevee, then look for bloom in the list and check the box, now you should have bloom (increase the strength)

How to specify eevee when it's just electric light, yes it's bloom/glow, but when it's not electric light, it's just reflection light organic?
I have some objects in my scene that are blue lights. I have the material set up as black base color, blue emission at 4 strength, and a volume scatter plugged into the volume with a blue color. I simply want these "lights" to glow. NOTHING seems to work. Volume scatter does absolutely nothing regardless of settings. If I try this "glare" approach (I'm using Cycles), nothing whatsoever, I assume because it brightens white based on a threshold (although again, it has absolutely zero effect no matter what I tweak on it). I tried the method of making a big cube that encloses the whole scene with a volume scatter applied to it. I turned volume scatter off all my lights so I wouldn't get fog, hoping it would just make the volume scatter on the blue light objects work. Nope! MAJOR fog, ZERO glow from blue lights. It just seems like not only is Blender utterly non-intuitive, I can't even find an answer online for the simplest problems. I just want these freaking blue lights to freaking glow!!!

my emmison object is becoming white if i increase the strength but if decrease it to get back the color theres no glow
so I did exactly this, but when I render my image, the glow isint there (for cycles)
maybe try turning up the light brightness. Or you can also change the threshold on the glare.

Cycles does not yet have a glow shader. Composition with Glare is similar to any other video editor.

if you setup the glare in the compositor, it will add the glare after rendering each frame.
