For the first question, I haven't seen any scripture against it. What I'll say however is that, when in a serious relationship, such issues amongst other things should be discussed so that you know each other's stand on it.
Imagine a situation where you didn't discuss and you get married and the man reeeeally wants oral sex and the wife thinks it's a sin so doesn't want to do it or vice versa.
It can cause unhappiness and unnecessary tension in the marriage.
However, if both of you are ok with oral sex or both of you don't like it, there will be peace and no one will feel unsatisfied in the marriage or be tempted to cheat.
Yes it's that serious for some people.
