the horrors of gsc's 1997 prototype encounter rate

it seems that the game rolls rng for encountering a pokémon before you move as well as after, and that maps outside of silent hills have a default encounter rate much higher than would be sensible
if you're wondering, i'm able to escape everything with my level 5 cause i edited mime jr's stats to be 255 with the memory viewer
for some reason i decided to subtitle everything in english. i thought it would be funny
video is very choppy because i was playing at double speed to get through the grass faster
