A landlord does not have the responsibility to support his/her tenants. He/she DOES have the responsibility to keep the property in good repair.

The 'wife' is definitely a vulnerable adult seeing her bandaged up, emaciated and laying on that floor. With all these people involved in this complaint did ANY of them seek social services to step in for this woman for possible medical and physical neglect?
I suspect she might be on SSI and the 'husband' needs that check. She MIGHT be on state Medicaid and they are paying him up to 40 hours a week to provided attendant care as her caregiver which he needs that money, too. Seeing her in this condition, on the floor with vermin and insects, sinking floors and falling in walls I think an Adult Protective Service report should be made. If she doesn't have Medicaid she will qualify and they will provide Long Term Care to get her into a safe environment, physician and nursing visits and a clean safe place at least while all this apartment mess is being rectified.
13 Investigates totally dropped the ball on this one. They filmed her in this condition and did NOTHING to provide support. They should have at least reported this to APS (Adult Protection Service) and let them make an informed recommendation.

I'm a small time real estate investor, and I can tell you why this situation happens and it happen all the time in these class C,D property. The cap rate for these properties are typically high. Meaning low entry bar/ starting capital to start investing and higher cash flow.
But the catch is, it comes with all the baggages shown. It's really a lose-lose situation and both side wanted to take advantage of each other.
Cheap rent attracted people with less accountability: Tenants unlikely to be up to date on rent and property owner that only sees investment opportunities. But It is or should be an ephemeral stage for both side as well: renters that start out in their life/down on their luck can take advantage of cheaper rate, small time land lord can start somewhere relatives in expensive.
I lived in an off campus apartment for 225 for several year, and a garage room for 350 after I found my first job. I knew about the shitty situation I signed up for, and I just kept my head down and saved for my first down payment in a nice area.
A little persistent and understanding goes a long way. For both side :)

My boss had a millionaire for a client, who advised not to start buying rental properties because you often put more money into them than you get out of them. That's what happened in my family. One bad tenant ruined their first rental bldg & got away with never having to pay what she owed. They sold the bldg to a man in Texas who never paid. When my family went to do something about it they found that they couldn't collect due to TX laws. Just saying. Buyer beware.

Ofcoursecthats usually the case but if he did his job he wouldnt allow them to move in and possibly destroy his place. Ive seen tenants create their own inhabitable space then complain about it. Its ridiculous. The city is to do an inspection every 6 months in circumstances like this. They would be able to see if a tenant is destrying the property or the landlord is culpable for everything. In my experience as a landlord 85% of all issues were tenant cause the other 15% were from normal wear and tear or just something failing. Then when i tell them they cant do this because it will cause this, they still do it anyway and cause damage then expect me to pay. Its insane.

@zqnz wmn You are correct. I don't know jack about this man and his disabled wife. But neither do you. All we think we know is what this news report told us, and we should understand how they often do not tell the entire story. There's a roommate who is involved, and who knows how much that person (shouldn't be?) paying, there's a dog which may be a service dog, but if not, they aren't $free$. The landlord may want $cash$ because the checks being written out may be no good. We do not know how much is being spent on beer and cigarettes, and for all we know, they have Iphone 11's. And look at that "old SUV" there. Those are some pretty fancy wheels on there. And quite honestly, it looks like a nicer vehicle than I ever had, and I think something else would be more suitable for getting a disabled spouse into and out of.
Yeah it is a crap apartment. Yeah it looks decrepit. Yeah housing costs are ridiculous. Even health care is ridiculous. I am not denying any of that. However, over all my decades of being on this rock, I have learned that there is a strong correlation between people who live in crap apartments like this and poor life choices. It is definitely possible that these people are an exception to that, but the odds are in favor of that not being the case, and I found SOME evidence in the video to support my case.

Somebody had bought the building two years prior to this. This happened a year and a half ago his wife having a heart attack at 53 suddenly and he was in a, she’s in a skilled nursing for the rest of his life so she had to move anyways cause she wasn’t on the original rent control. He’d lived there since 1991 and she passed away in 2022 and he’d been in a skilled nursing for a year so she had to move out anyways, but somebody bought the building and re-gutted the whole place and they were only paying not even 1000 and I said the reason why they’re turning your water off is because they want you to move , but by then he couldn’t understand anything, but this case was purely their fault him not being able to handle affairs and her not working and there was no way she could stay there while his Social Security is paying for his permanent care at the hospital because the owner wanted them out for a long time because they were paying he sold one of the units for 1 million and he could rent that unit out for $7000 a month and this isn’t Pacific Heights and Russian Hill actually in Russian Hill so I kept telling him for years You know you’re paying nothing you need to bank that extra money away and you know he had millions of dollars passed through his hands and there’s no way he should’ve ended up pennyless this way my uncle there’s no reason why he should’ve ended up the way he ended up I think because his mind wasn’t right he was spending money that he didn’t. I don’t know, but this guy is a straight up scumbag he’s arrested for breaking into someone’s apartment that guy shady paint, taken cash that guy is a crook.

The 'wife' is definitely a vulnerable adult seeing her bandaged up, emaciated and laying on that floor. With all these people, facility professionals, 13 Investigates, etc involved in this complaint did ANY of them seek social services to step in for this woman for possible medical and physical neglect?
They filmed her in this condition and did NOTHING to provide support of a very vulnerable adult. They should have at least reported this to APS (Adult Protection Service) and let them make an informed recommendation. They should change their name to Friday the 13th Investigates.

Southern California here: Jeebus Chroist! If this landlord is "legally" allowed to earn money off the backs of the oppressed, sheeeeeiiiit----, than I guess Las Vegas is the wild, wild west. Anything goes over there... In my opinion, the landlord's actions directly reflect on what type of community (zoning) that the city -and more unfortunately, some people are willing to settle for. It seems to me that his setup preys on the down and out. I hope a good 'somebody' comes in to raise bar of of higher standards to the benefit of the everyone involved. But on the other side of things, it'd be very interesting to look into the books of the landlord. Perhaps he is barely unable to scrap by having to conduct repair after repair in the purchase of a neverending money pit that should've been demolished decades ago. On the other end of the spectrum, he might be playing the dragon's "Stay the cash" game because he's using the exploitation of other humans to get to another level in his life, making him feel as if he's come up in status by way of external things. Very interesting coverage and nice reporting by this news station

Not the best landlord at all, but if he's not getting paid due to the moratorium, then they don't deserve anything at all, and getting more than they deserve. Is this a case of I don't wanna pay my landlord, but I want him to pay for my kids schooling and lunch, and fund the city, and give me a different apartment than what I moved into, and also bring in more roommates, while not paying the landlord?
